NOTE: There are separate achievements for doing 15 consecutive fire and police calls in one go.

Yup, Vigilante isn't considered complete until you've caught 20 criminals on each island.

Return to the second island (Staunton Island) and complete another Vigilante. Unlocked for me after one more.

- Vigilante: 20 per island. I had all 6 bribes at the safe house.
- Firefighter: 20 per island. I had the flamethrower at the safe house.
Return to the second island (Staunton Island) and complete another Vigilante. Unlocked for me after one more.

As stated above, you need to complete 20 firefighter and police missions on each island. But the missions are cumulative, and can be completed more than once. It is best to pass the ambulance on the first island when the other two are closed.

In fireman and policeman missions, if the object is far away, you can cancel the mission and start again until the object appears somewhere nearby. This will reduce the overall travel time,
