How to unlock the Going Rogue achievement in Grand Theft Auto III – The Definitive Edition - Definitive Guide
This may seem like a daunting task, but it’s actually not that bad once you have the right set up.
First of all, I’d HIGHLY RECOMMEND YOU GET THIS DONE BEFORE THE GANGS BECOME AGGRESSIVE TOWARDS YOU. I did this only while the Triads had beef with me, it was manageable.
I’d recommend the basic police cruiser, they are fast, easy to control and kind of durable. I’d also recommend to load up on Uzi ammo, as you can drive-by the cars to also kill them. If you don’t have access to the Uzi at ammunation yet, you can collect hidden packages until it spawns at your hideout. You can collect as much ammo as you need from the hideout, just grab, go around the block and come back, Uzi and other weapons should respawn.
Drive by controls: (a little tricky, but you’ll get the hang of it)
shoots, then you swing the camera towards where you want to shoot, left or right side of the car. (You can also use the / buttons for drive-by).
PIT maneuvering the people also helps, goal is to get the people out of the car as fast as possible. Drive-by can be dangerous if cars explode, the radius is pretty big and can damage your cruiser.
Unlike paramedic, if you lose your cruiser, you get 59 seconds to find a new police vehicle to continue the minigame.
Also last tip I can think of, is to pick up police bribes along the way if you see them. It is vital that you don’t let the police wanted level get too high, or else this becomes a lot more of a headache. The highest mine got was 2 star which is manageable, but I often brought it back down to 1 by picking up bribes.
If you make enough progress during vigilante, you’ll also unlock bribes delivered straight to your hideout. You can grab these along the way if you need a lower wanted level during the chases.

I can’t be the only one having trouble with this, I get to like 5 and either my car catches fire and I can’t find another one or I have to chase an infernus and can’t even catch it. How do you get the fast cars? +1 on the solution because there are some good tips but I just can’t do this.

I did this specific achievement on the Portland island, it’s a little luck based with what cars spawn. I’d assume the easiest cars to chase would be on Portland.
Also, you don’t have to do 15-20 in a row for the 60 total. You can do like 5 (4 times) on Staunton Island and it’ll count towards 20 on each island. I did the 15 in a row for this achievement in Portland before the Mafia became agro.

It's a bit of a pain to do, but it is possible to get this using the Rhino. It took me about an hour to get it done. After completing the emergency vehicle list, purchase the Rhino. Start in Portland.
1) Use shortcuts! The one from the hospital to the import garage saves a lot of time and aggravation, but the trees can get in the way. Also, going south from the hopital toward's Joey's garage can help. Sometimes, your target get in that loop, making them easier to kill. The shortcut from Redlight to Chinatown has a police bribe. The radio station parking lot connects Saint Marks to Hepburn Heights. Cut through the lot where you get Maria and the El Diablo phone missions. Try to cut corners, but do not do inclines. You can flip the tank and end your streak.
2) Don't try to chase your targets. Intercept them. The area of Saint Mark's will end your streak quickly if you try to go up the hills. Instead, track them on the radar and intercept them when they come down the hill, towards you.

A bug from the Ps 2 version does not work when you click on the menu, in my opinion the easiest way, taking into account the updated controls, you need to stock up on cartridges for the ultrasound, and approach each criminal’s car from the right side and press L1 until the car starts to burn, the main thing is don't overdo it so it doesn't explode prematurely

The tank is the easiest to pass, at the end of the game it will always be on the second island at the military base (where we carried out an assignment for a military man with one arm)

Take a rocket launcher with you. She often helped out when she came at you (he came out and blew him away with a rocket). Good supply of ultrasounds. I often changed my car at the police station (you have to almost blindly know where the station is).
I haven’t tried it with a tank, because... I lost it. You can stir it up after the storyline by taking away 6 stars from the warriors in the rating.

Made on the Enforcer police van (taken from the police station of the second island). It is fast enough, at least to catch up with a criminal, it practically does not kill (I was not able to break it in 15 races) and it is most convenient for them to ram cars. This is for handy people like me who can’t properly hold down a bunch of keys to shoot from the side. It took place on the same island, there are no steep climbs on it, there were no rocket launchers (although sometimes it wouldn’t hurt).
