How to unlock the Is That All You've Got? achievement in Grand Theft Auto III – The Definitive Edition - Definitive Guide

In Grand Theft Auto 3 you are required to do the following to get 100% completion. You can also check stats for most of the requirements along with the percentage completed by clicking the pause menu and going down to the stats.

As the player progresses through the storyline, multiple gangs will become hostile to Claude or have their weaponry upgraded, making vehicle missions and Rampages extremely difficult. It is heavily advised to complete:

All Portland vehicle missions and Rampages before "The Pick-Up" and "Trial By Fire" (where the Triads become hostile after one is completed), "Sayonara Salvatore" (after which the Mafia become hostile and begin carrying Pump Shotguns), "Uzi Rider" (where the Diablos become hostile)

All Staunton Island vehicle missions and Rampages before "Kingdom Come" (where the Yardies become hostile), although the Colombian Cartel are hostile from the start of the game (but won't typically be encountered in open play until after "Last Requests")

All Shoreside Vale vehicle missions and Rampages before the final mission "The Exchange" (where the Colombian Cartel replace Pistols with Uzis and AK-47s).

Cheats disables achievements.

Edit: Multiple people have pointed out that if it gets stuck at 95% to go to the import/export crane and it should pop.

If your stats page says 100% and the achievement has yet to pop try replaying the final mission.

If you have beaten the missions by D-Ice on another save you will most likely get the “purple nines glitch”. This glitch will cause the purple nines to never spawn making the first mission impossible and the 100% impossible. The only way to fix is to delete all your saves files from cloud, local, etc. You will not run into this glitch if it’s your very first time playing the missions. This glitch was fixed with update 1.04 and you should no longer run into this issue.

Is it normal for the percentage not to go up when I’ve done 100 taxi missions and 6 rampage missions? I’ve also done about 11 or 12 missions and it’s on 8%. Should it be higher than that?

It is the first payphone mission in Shoreside Vale where you have to eliminate 20 Purple 9s. If you started a new game from fresh and no previous save game file, you will be fine.

If you start a new game and overwrite or save on a profile with an existing save, then it would glitch on the original version. Not sure about this one since I know it was rebuilt with a different game engine.

Also do the Firefighter: extinguish 60 fires, 20 on each island & Vigilante: kill 60 criminals, 20 on each island have to be completed in one session or just cumulative?

I do remember there being a glitch in the original where you couldn't finish one of the later Rampages if you attempted it too late in the story. It was a Rampage involving the orange and purple (?) gang members possibly on the third island, and if you progress too far in the story the gang members you need for the Rampage just simply won't spawn. Is this still something that can happen?
Never even knew about the glitch as I had never encountered it in the first game but it's good to know someone else here knew and helped answer your question

Yes, the list above lists them in the order they should be played in. Also, I'm pretty sure the firefighter and vigilante stuff is cumulative.

@busterfrosty can you warn people about completing all the phone/side missions on the first island before starting "Last Requests" I missed the second phone mission and after being blown up in couple of seconds from the mafia hit squads that spawn around you I now have to lose 6 hours of progress going back to an old save.

I can't say for definite that the Rampages aren't required anymore, but I did them all, checking my completion percentage after each one on the second and third island (forgot to do it on the first), and it never went up once from the Rampages, even after the last one. There's not even a stat for them in the pause screen to check how many you've done either. I would at least do the ones on the first island early on before the Mafia becomes hostile to be safe in case they are needed though.

Just throwing this out there. I ended after doing everything complete at 95%. Going to the import/export crane upped it to 100% and it popped. Hope this doesn’t happen to any of you but this worked for me if you’re stuck like I was.

There is no list at the dock for them but you need Ambulance, Barracks OL, Enforcer, FBI Car, Fire Truck, Police Car, and the Rhino... I've added this to the guide as well to make things easier.

Sigh… guess I won’t be getting this achievement. I have one more rampage to do and requires to kill 20 Colombians with the flamethrower. IMPOSSIBLE as they all have upgrades weapons and just spray me down within seconds. So damn stupid.
And my second save is so far back. I really don’t want to replay the whole game again. But looks like I will have to is I want this. RIP.

EDIT: GOT IT!!!!!!! Did not have to start from my second save. Ended up cheesing it and going full Rambo on these Columbias.

@Visions of Gore I haven't used any cheats for this reason :( I will try completing some random activities again like you suggested to see if it works.

@Scrapcan I managed to do the cartel flamethrower rampage by running to the hedges at the back of the property where you find the rampage (1st location). Once there I ran out through the small gate to aggro a few of them and ran back through the gate to flame them through the hedge (repeat until finished), worked very well and completed it with around 40secs to spare.

I don't know if it makes a difference, but I made sure to leave the emergency vehicles import/export for last, and after I turned in the Rhino, it popped!

**IMPORTANT!**
Can confirm rampages are not necessary. I completed everything and had 99% and realised what a mistake I made by not previously doing rampages.

However I saw someone comment that they weren't sure if rampages counted. So had a look online, there's an issue with Ambulance level 12 not registering in the classic gta III, so if you are missing 1% like I was at the end of the game, go staunton and do very careful ambulance level 12.

Be prepared for the BS I went through though. It's a much better solution than restarting so give it a shot!

Try going to the import/export crane some people were pointing out that it fixed theirs when it was stuck at 95% other than that i’m not sure how to fix it.

In the stats page where it says "missions complete", I have 71/73 before starting the final mission. I've done all missions correctly without missing any, I've done all rampages and all imports/exports. I'm only missing the final mission, stunt jumps and 100 secret packages. Is this normal? I've been digging deep and it says the first 2 missions count as 1 on the stats page, but I haven't confirmed it.

Did you do the off-road vehicle challenges? They also count under missions complete.

One with the Patriot in the Supa-Save parking lot, Landstalker in Bellville Park near the lake, take a Stallion to collect the checkpoints at the Newport multi-story car park and a Patriot in Wichita Gardens.

Had that issue and completing the vehicle off-road challenges netted the missing mission complete towards 100 percent completion.

Yes, those are all complete and shows my best times in the stat page. Strangely enough, the mission "Bling bling scramble" shows an empty stat with no numbers even after replaying it over and over to mission success. Everything else shows the stats just fine.

If I remember correctly I think the first 2 missions counted as 1 for me.

Ouch. Thanks for confirming especially since I have read that another person went through the same issue regarding the Purple 9 glitch. I don't think it can be fixed due to the programming and how it affects new save files with the affected one on the cloud.

Only way to get around this bug is deleting all the saves everywhere and starting fresh. This will remove the Purple 9 bug which has pretty much plagued every version of Grand Theft Auto 3.

I've completed the portland and ssv garage lists, and dropped off the 7th and final vehicle at the portland crane. I waited for the payout and acknowledgement, but it was only the standard $1500. No bonus. No icons to select one to drive. The social club does not show this as complete. I try redelivering vehicles but they are not accepted. I'm at 81% with 51 out of 73 missions completed. Am I still good or am I screwed?
I’m honestly not sure you might be screwed but it probably doesn’t hurt to try since you are so far along

I am at 99% and have triple checked that I have done everything including the missable missions. I also tried going to the import crane and that didn’t help either. Any ideas or tips from anyone?

Still no stats for those after the update. Honestly I think that’s the only viable thing I could retry without having to start all over. So I guess I’m gonna give that a go.

Shame to hear the stat for that is still missing. If you have a Rockstar Social Club account, what you could do though is check your achievements on the website; there's an achievement on there for doing all 20 rampages, so you'll know if that's what you're missing out on or not.

Well I just got it to pop! Even though I already did all the rampages and got the achievement for it. The icon for Rampage #3 in this guide appeared and I was able to beat it again. Phew😅

You can do all sidequests (car exports, ambulance, vigilante, firefighter, off road, rampage, jumps, and packages) after completing the story. There's no need to restart. Rampages count for 1% of the 100%

Phone missions have glitched on me they haven't counted to missions completed and reappeared back on my map but still don't count when I do them again 😭
I’m not sure why the phone missions would not count but the phone missions are supposed to reappear again

Yeah I also ran into the Purple Nines glitch. It was my first time playing GTA 3 so I wasn't aware of this glitch, which was also in the original game. Awesome ''Definitive''-Edition. Let's hope they are gonna fix it, I'm not gonna play through the game for a third time.

Did you do main missions in correct order? Check the guide like some Kenji missions are unavailable if you do Donald Love missions.

Hello hunters! I just have one question. I finish all the mission (73/73 on stat screen), finish all the vigilante, fire truck taxi and emergency mission on each island, finish the off road race, and Toy'z mission. I already finish 10/20 rampage and collect 6/100 hidden package. I'm not yet begin import export and the jump but it say 54% completion for a while. During all the 10 rampage it(s stuck to 54% done) Do you think it's normal?

Most likely that would be normal the rampages count for 1%, each import/export list counts as 5%, and if i remember correctly all the packages and stunt jumps bumped it up quite a bit

I've completed the portland and ssv garage lists, and dropped off the 7th and final vehicle at the portland crane. I waited for the payout and acknowledgement, but it was only the standard $1500. No bonus. No icons to select one to drive. The social club does not show this as complete. I try redelivering vehicles but they are not accepted. I'm at 81% with 51 out of 73 missions completed. Am I still good or am I screwed?

Unfortunately I played the game and didn't know some missions had to be done in order until I finished the game, I guess it stinks and I'm sure that's why I don't have all the missions done but I guess I'm doing another play through.

Turismo is one of the missions you need to complete before Mafias get a pump gun, I got confused since the last phone mission is repeatable and I tried many times to complete it even though I had completed it and it's impossible when Mafias has a pump gun

If you are starting the game from scratch and do the 100% the very first time you play through the game you’ll be fine. The glitch only occurs anytime after your first play through if you played the d-ice missions
Just to clarify. If I went through the game for the first time and I forgot to do certain missions, It is impossible to get 100% completion on every playthrough after?

if you finish the d-ice missions on a save that you did not 100% you will have to delete your saves from everywhere local, cloud, etc. That will be the only way you could 100% in the future if you completed the d-ice missions

You should add a note for the rampage missions. The first spawn at A if failed it then goes to location B and so on. And you only have pass one of those (A or B)

Not sure why it wouldn't pop.. The only thing I can really think to do besides replaying the whole game is to replay a mission or activity and see if it'll pop or maybe try clearing cache and relaunching the game

I can’t remember where I seen it, but don’t do kingdom/ pay phone missions as the last thing because the 100% achievement won’t register. Wish I could remember where exactly I seen that advice but hopefully it helps you guys and others!

You should do the Portland payphone missions once they become available. There are two different mission strands.

Marty near Joey's which is missable. You can get locked out if you pass Last Requests.

The other one is from El Burro. You should do them before completing Sayonara Salvatore because that is when the mafia becomes hostile with pump action shotguns. Destroying your vehicle in one to two shots. Making it almost impossible to complete.

That is the one major one I am aware of that you should account for off-hand.

My experience. Just played casually until I finished main story. Missed a lot of stuff. Restarted and deleted everything. Even the game itself and game save data. Redownloaded, started again from scratch. Did paramedic immediately. Then firefighter and vigilante in Portland. Collected all packages and did rampages in Portland. Did as much as possible for imports and exports. Followed the guide for story missions so i didnt miss anything. Completed phone missions as soon as they appeared. Repeat the same method for 2nd and 3rd island. I squeezed the off road missions and rc missions in early too. I finished everything except the last mission in the game. I was at 99% and I did not encounter the Purple 9s glitch either. This is my personal experience. Hope it helps anybody. Great guide 1 Huge thumbs up!!

This guide is fantastic. I saved the webpage as a PDF and crossed off things as I did them. No issues with completing things, just with the game's unfair RNG or difficulty at times. I'm so glad to be done with this infuriating game lol.

The rampages were the worst. Specifically Rampage 1 and 20. Both of these took multiple attempts for me. I would highly recommend doign Rampage 1 ASAP. For 20, I used the back fence method, but had to go outside the fence to find enough people. Jump to go faster with the flame thrower and pray you get lucky.

Agreed, although I would have rather had a remake I did have fun with this one and it was great to be able to play the first grand theft auto game I played on modern consoles. I had only experienced one crash with it but then again I did play it at launch where there was a bunch of problems.

If your like me and did everything except export the tank for emergency vehicles before the final mission and that stats say 95% after doing the exchange, don't worry. For some reason when I exported the tank after the final mission it jumped that last 5% and achievement unlocked

I had the same situation as PirateKing. Got 'The Exchange' to be my final mission to 100% and no achievement. Had to play through the last 4 missions as I didn't save inbetween but once I left the credits from the final mission the achievement popped.

@Sneaky G Wizard yes, as the guide notes there are missable missions. All missions are required for 100%, so if you miss any, 100% is unattainable.

I’m not completely sure about this, but I think rampages only count towards your completion percentage once you’ve done all of them. It seemed like they were overall worth around 3–4%.

100% is only for things listed in this solution. Fuzz Ball’s unlock criteria isn’t part of 100% and you can do it on a different save.

Not sure if I have a problem or not but I've completed the Asuka missions up to Pay Day for Ray. The next mission Two-Faced Tanner never popped up on the map so I just started doing the Kenji missions which I have now finished and and part way through Ray's missions. Am I right that Two-Faced Tanner should have been available by now? Not sure why it never showed up, could I have done something wrong?

Also that wiki page says you don't get locked out of Two-Faced Tanner until you complete Grand Theft Aero, which is a Donald Love mission (who I don't think you've gotten to yet).

Yes completed Pay Day for Ray. Apparently it can count as being completed without actually completing. This seems correct as I'm currently on 60/73 missions completed and I count 13 left minus Two-Faced Tanner.

I seem to only have 72/73 missions done. I've done everything except for the rampages which i believe do not actually count as a mission. Is there any way to see which missions have been done? I dont see anything left on the map except the Turismo mission seems to still be highlighted when i drive by.

Does anyone know if the game will unlock 100% if you do everything else and you miss out on doing a story mission because you did them out of order?

I can confirm rampages ARE necessary. I was stuck at 99% and it popped after completing them
Thanks for confirming since I know that rampages are not tracked for some reason in statistics. Most likely it was mixed up because if it is a censored version, then the statistic would not show and the algorithm would account for no rampages.

I know Germany had rampages removed in 3 and Vice City for the original releases to account for their ratings. Though not sure if that is the case for that specific region or others, but it shouldn't affect other regions such as North America that have had rampages in-game without any censorship.

I do remember there being a glitch in the original where you couldn't finish one of the later Rampages if you attempted it too late in the story. It was a Rampage involving the orange and purple (?) gang members possibly on the third island, and if you progress too far in the story the gang members you need for the Rampage just simply won't spawn. Is this still something that can happen?

Don't recall this glitch and haven't gotten far enough yet to verify it, but regardless you absolutely want to complete all of the Rampages for each island as you arrive at it.

Made the mistake of finishing the first island before going back to complete the Rampages and Vehicle missions, almost impossible with the gang member aggro and the upgraded weapons they have. (Simply driving into Mafiaso territory, my car will pretty much explode after two drive-by shotgun shots) Ended up restarting and was able to complete all of the 6 Rampages on the first island within 40 minutes.

So if you're aiming for 100% completion and want to have a much easier time getting there, try to complete as much side stuff before you complete the story missions.

It seems to me (at least from a memory of 20 years ago) that percentages given are slightly different than the original game.
Regardless, the rampages are DEFINITELY required, like the guide says. You only get 1% AFTER doing the last one, and you have to keep track of them yourself. Write them down after you do it, and save.

Also, as Akshun said, the exports give you 5%, but only when you deliver the last vehicle.

@CDuffy6391- I have no idea, but that sucks and I'm sorry 😔. That's always my worst fear with a 100% achievement. Only thing I can think of is maybe trying something again, such as a taxi/vigilante/fire/medic/phone race etc. You haven't used a cheat have you?

Can confirm that returning to the crane unlocks the achievement if stuck at 95. Has something to do with leaving the crane early for the last car you get. Easy fix, thank god.

I can confirm.
I did everything by the guide and when i dropped the rhino after ''the exchange'' my stats where 95% the achievement popped, during my gameplay i noticed that the social club list not counts 1% in stats.
So in my stats are main missions 73/73
95% completing all others and having 5 ribbons in social club, counts towards the 100% And that was my final to completion for all 3 gta's for the defitive edition.

Tbh I did all rampages after completing the main story and it wasn't a problem at all, you need just to aim from above or hide behind a wall so their bullets won't hit ya. As for the explosive rampages, they're really luck based lol save after each rampage cause if u fail, it'll spawn in the 2nd location. As for the firefighter, I did after I completed all story related missions, take your time doing it cause it adds up overtime and do 20 for all 3 islands and the reward is flamethrower at garage. For parademic, if you choose to do it like me after completing the game, do it in Staunton Island and stick to the side where the baseball field is on the left side of the map as it's most peaceful. When you pick up pedestrians in the middle of Staunton Island, be careful, Jamaicans with Pistols and Columbians with uzi's are by the construction site where the location of the Asuka missions once was so just run them over with slight speed and it'll be a breeze, barely even damaged the 🚑. For vigilante, after completing the game, pick up tank at top of Staunton Island and it'll be a breeze but be warned tank move like turtle so move wisely and you'll even get the achievement where u must complete 15 levels. For stunt jumps, side missions, hidden phone missions, import/export and hidden packages including if ya stuck anywhere story related use GTA series videos on YouTube, they literally have the guides to everything GTA related but be warned they waypoint game in GTA ain't that good so observe the background before doing anything else. If I would of listened to your post, I'll had to redo the game again just to complete paramedic, phone missions, rampages, vigilante, firefighter, side missions and stunt jumps. It would of have been a real disappointment 😂😂😂🤣🤣🤣. If anyone here thinks that I'm lying, go check my progress on Xbox One, GTA 3 remastered. It clearly shows before I unlocked the two secret achievements, the fuzz ball one and the planned ahead achievements, I unlocked the paramedic and stunt jump achievements prior to the 100% achievement which was the last 20% I was missing 4 full completion.

I have never played this game ever before, but I'm concerned and confused with the "purple nines glitch" people are talking about. I usually make 2 manual saves whenever I play games now and I'm a little worried that it will prevent me from 100% this game without deleting my saves. So when it comes to the "D-Ice" payphone missions, do I have to do all 5 missions before saving? I can't reload my save if I fail any of those missions? When the story is finished, the gangs have a lot more powerful weaponry. This is why it has been advised that you do the vehicle missions in the beginning of the game and when you are on the next island.

Once you progress further into the story, certain territories become hostile and it is impossible to complete them.

Mafia with the shotgun is after Sayonara Salvatore and completing the final mission has the Colombian Cartel with AK-47s.

I would just add that collecting the 100 packages on Portland Island (33) is a pain if the Mafia become hostile.. their shotguns are a 2 hit 💩 sandwich so I would recommend that you get all of Portland islands 33 packages done before you pop Salvatore in the Syanora Salvatore mission.. otherwise, the other gangs aren’t too much of an issue..

My recommendation is to leave the FBI car last. Why? Cause even if you do everything right you only have 95%, so using the crane when you've already got all the other things makes 100% for sure.

Guess it goes without saying but, replaying the final mission does not matter if the old save you're reloading isn't that one item away from 100%. Got 100% but didn't start going after the side missions/collectibles until after beating the game. Achievement didn't pop getting 100% nor when reloading a pre-final mission save. Have to do all side missions/collectibles from all over again. rip.

The guide by Busterfrosty is pretty much perfect, but I just wanted to add something for those struggling with the Rampage missions. I found this tip on a YouTube video from GTA Series Videos.

You will need to get a one star wanted level close by a Rampage mission, by either bumping a cop car or running over someone in front of a cop. You will then need to get the cop to chase after your car while he is on foot to the Rampage icon. Next easily run over the cop (don't kill him) & then park your car on him. This will prevent the gangs from attacking or fighting back while you easily pick them off. Just stay kind of close to the cop to keep your 1 star active.

Alternatively (and even easier), if you have already completed all of the story missions, you can use the Rhino (tank). It is located in Phil's Army Surplus at the very north part of Staunton Island (The middle Island). Kills in the tank will count toward your Rampage goals except for on the missions where you must get head shots. If you are having trouble with the headshot Rampages, you should try the cop/one star method mentioned above.

MapGenie has an interactive map that I used to keep track of my progress and to plan the next step. A few items to keep in mind:

1) Some missions will close if you (spoiler) kill the mission giver. MapGenie lets you know which missions will close if not completed before hand.

2) Rampages need to be completed to get 100%, but there is no way to track it from the status page. Track it by the amount of money you get as the reward. It's $5,000/rampage completed cumulative. For example, completing the 19th rampage will net you a $95,000 reward. Also, you get a $1,000,000 reward for completing the challenge.

3) Do the paramedic mission and the taxi mission early in the game, before you start any missions after Luigi's Girls. Once you start working the different main missions, rival gangs will start attacking you, making these missions almost impossible. Also, health is hard to find in the game and you do not heal when saving, like in future titles. Get paramedic done early and you will have health and adrenaline spawn at the hideout.

4) when opening a new island, I go in this order:
Get all hidden packages.
Complete the Firefighter mission.
Get all unique jumps.
Complete the Off-Road challenges and RC challenges
Complete all rampages
Complete Phone missions as they spawn.
Complete main story missions.

5) The export garage is a pain, but can be made easier. Instead of trying to fly the Dodo from the airport, drive across the bridges.

6) The emergency vehicle garage does not have a checklist. The need vehicles are:
Police Car
Ambulance
Firetruck
Barrack OL (taken after completing Phil's mission)
Police Enforcer- can be stolen from the Staunton Island Police station. You need another police car to open the gates.
FBI car- spawns during a 5-star wanted level
Rhino- spawns during a 6-star wanted level. Also spawns at Phil's after completing the final mission.

7) Getting the FBI car and the Rhino can be a little harder. Wait until you open Shoreside Vale, and go to the safe house. Heal up, armor up, safe, and reload. This will reset the armor spawn. Start attacking the pedestrians and blowing up police cars. Blow up the helicopters, but make sure you are out in the open, so you don't blow yourself up. Hide in the garage, with the closed door as cover. Shoot from there to increase you wanted level to 6 stars. Once the Rhino tank spawns, wait for the soldiers to get out. Shoot them quick, get in the tank, and drive to the garage. Save and reload. Repeat until you get a 5-star wanted level for the FBI car. You may get lucky and get the FBI car and the Rhino at the same time.

8) You will earn a lot of money. I finished with about $8 million. You only really need about $600,000 to start missions, with $500,000 needed to open the last mission. Don't sweat if you need to stop and buy armor and weapons.

Final Stats:
73 missions completed
100 hidden packages obtained
20 unique jumps completed
20 rampages completed
100 cab fares delivered (cumulative)
Level 12/78 patients delivered in Paramedic (consecutive)
60 fires extinguished (20 per island)
60 criminals killed in Vigilante (20 per island)
4 RC missions completed.
4 off-road missions completed. Each one has a separate listing in the status page when you complete it.
Import garage in Portland and Shoreside Vale. Each as a checklist to double check your progress.
Emergency vehicle export completed.

This method works to get 100% even if you missed a mission or two.

Repeat Paramedic Level 12, each time you complete it, you gain 0.68% progression towards 100%. the achievement unlocks once you reach 100% regardless of whether you've completed all the missions or not. I personally did not do _any_ rampages and missed one Mission on the mission list, that put me at just over 98%, i did Level 12 Paramedic twice and i got 100% and my achievement unlocked.

This is a very old glitch that existed pre definitive edition and i can confirm _right now_ it still works. It appears you can do this as many times as you need based on how many missions you missed.

Rampage is 0.68% to complete all 20 as a "task", Each individual mission is also 0.68. I missed one mission and did no rampages, so completeing Paramedic Level 12 twice after having completed it once already for the achievement/paramedic task (for a total of 3 full Level 12 runs) closed the gap and the achievement popped the instant the pager message popped up:

This is not entirely true, if you go through everything as written in the description you will not get 100% success. since missions must be completed in a certain sequence

It is better to complete all missions tied to Portland before relations with the mafia worsen. Those. It is better to either immediately at the beginning of the game make a paramedic/firefighter, telephone or BEFORE killing Salvador. Otherwise, in mafia areas there will be 3 shots > burning ass (here you can only do vigelante on a tank later).

I advise you to collect packages at the beginning of the game as well as ramps. When you get to the second city, do the same. It won’t be difficult to collect the rest in the third city. Blista was found on the first island in the parking lot near the store with a banshee behind glass in the very corner closer to the road. There may be a situation where the statistics show 95%, although everything has been completed. In such situations, you need to go to the crane at the port, since the game may not have had time to record the last response vehicle you issued and give you a reward.

I’ll add to the hint above regarding skipped missions: You need to go through the first line of Asuka’s missions, which start at the pier, before the 4th mission from Donald Love. As I understand it, after this mission from Donald, the next series of missions from Asuka begins, in a new place, and the previous missions from the pier disappear!

Be careful, the developers have not fixed the bug with the mission “Uzi Money”, which has existed since the PS2 version, if you have a save file that has not been completed to 100%, then under no circumstances start a new passage in another cell because this will block the spawning of the necessary npc to complete the task, the only solution is to completely delete the save from the console and start a new game. Perhaps the bug will be fixed in the future, but at the time of writing this tip it is relevant.

I did everything according to the Guide. It was 95%. It turns out that I didn’t wait and left when the crane (magnet) sent the last car. When we returned to him they gave us the coveted 100%.
