This is achieved during the Triads and Tribulations mission.
You get 2 gangsters with you and you have to keep them alive. You have to kill 3 groups of rival gang members but the streets are covered in rivals gangs.
My best option was to go in the below order
1: Go to the closest group first. Run these over as letting your team mates out is risky.
2: Go to the furthest group next. Go around the back of the warehouse area and up a grass hill. You can shoot them or throw explosives over the tall wall from the hill.
3: Next go to the group in the alley, these are the riskiest as they're hard to reach with bollards blocking your vehicle. I parked close to the bollards and rushed the rival gang. If a gang member dies before this point, let a rival gang member kill you which will restart the short mission.
Once you kill the last gang the mission will pass and the achievement will pop. I suggest doing the alley one last as its hard to get back into the car without your gangsters being killed.

This worked like a charm! I'll also add that on #2, you could actually part a vehicle behind the wall closest to where the gang members are standing to then jump on top of your vehicle. Using your shotgun, which I believe is given to you for this mission, you can shoot over the wall and get a few of them. I missed one so I had to use the grass hill option.
For #3, just park far away like Im Just Maccor mentioned above and make sure you rush in there to kill the gang members before your gangsters catch up.
