How to unlock the Offshore Delivery achievement in Grand Theft Auto III – The Definitive Edition - Definitive Guide

This is a mission from Donald Love - he is labeled with a "D" on the map. You are required to steal a boat and collect packages for him.

There is enough time to make it to the boat marked on the map if you take a fast car, but the mission can be completed using any boat - some are almost always available where you first get missions from the "A" on the map. I used the labeled boat, which is very close to where the plane drops the packages. After you collect all 6 packages, you are given a 5-star wanted level, so use this information to plan the drop-off route accordingly.

You can either lose your wanted level at a pain-n-spray then deliver the packages, or just deliver them and the wanted level will be removed after the completion of the mission. I chose to just deliver them to save time.

The completion of this mission unlocks the 3rd and final island in the game.

I collected the 6 packages and had a 5 star wanted level then fell in the water trying to get out of the boat. So I restarted from the checkpoint (which is at the start of the mission). I collected all 6 packages again, but only got 4 star wanted level on the 2nd attempt. I just went with it and finished the mission. I got no notification on the radio about the 3rd island unlocking and no achievement. I was really frustrated. So I did the mission again. And once again only 4 star wanted level and still no achievement. So I restarted my Xbox and the achievement popped. The 3rd island is open too. I'm not sure about the 4 star wanted level or if the achievement not popping had anything to do with the game. It was really odd.
