This is probably easiest to do in Portland (first island where you start), and can be done early on. I recommend getting somewhat familiar with the map first, though. A fire truck can be found near the gas station west of 8-ball's place. Get in and start missions by pressing 
(but don't press it again during the run as this will cancel the mission).
It's not really hard, as the fire truck is nearly indestructible you don't need to drive very carefully. Just make sure to check your map on each mission to see if there is a better route than the one suggested by the yellow line (this is especially true when going to and from the Trenton area, the shortcut over the lawn by the police station will save you a lot of time). Also, the
button will work a lot better for braking than 
when approaching burning vehicles. Press 
to shoot water and use the 
to aim. The achievement will pop once the 15th consecutive mission is finished. Good luck :)

It'll only ask you to put out fires on the island you started the Firefighter missions on.
I highly recommend NOT doing this on Shoreside Vale. I've only played the original PS2 version and the remastered PS2 Original on PS4 but on that island it gives you time to put out the fires "as the crow flies". The problem is, you can't cut through the middle of the island from the industrial area/airport to the tower blocks (or vice versa) due to the river running from the dam. This often results in it being impossible to get to the fire in time.
