Easiest way: After getting into a cop car, bring up the police computer. "To get a police car to come to you, bring up your phone, then press up on the d-pad to enter in numbers. Call 911 and ask for police, and a car should be near you within seconds." Take a contract where the criminal is on foot because it is much easyer. Go kill them and keep doing this over and over to get the achievement.

Good guide mate, but just to add something to new players:

Arm yourself with a pistol (it's all you will need) and get a cop car.
You can dial 911 and then jack the police car when it arrives, but this then gets you a wanted level which you have to get rid of before you can do anything else.
It's far easier to use the cheat code to spawn the FBI buffalo, as this will mean you won't get a wanted level for getting in the car. The code is 2275550100 dialled into your phone.
Once you're in the car, press LB to access the police computer, then select 'view current crimes'. Make sure to select a 'criminal on foot' crime, as with this you will only be up against one crook. If there's no 'criminal on foot' crimes to attend, just drive a block or two and then check the computer and there should be one showing then.
These missions are timed, and the time limits can be quite harsh so you will need to drive fast but carefully. Once you reach the crime scene, the time limit no longer applies - all you need to do is take out the crook. Arm your pistol and a headshot will do it. You will usually get more ammo than you used, and some cash as well, from the dead criminal.
Do the above 20 times in total, and you will get the achievement.
NOTE:- The cheat code to spawn the FBI car does NOT affect getting the achievement, however, the cheat codes for getting weapons does, so be sure not to use that one.

Great guide! Thanks for the info on the FIB car! I can confirm that using that Cheat does NOT affect the achievements. I spawned a new car after every crime scene, and the cheev popped. Thanks again.

Dial in the phone "2275550100" and this will get you a fbi car but not ruin the achievement then press LB and do view current crimes and choose ones on foot(they're easiest) and do 20 easy

I did it exactly the same way as the previous solution (BlackFlame0729). I just wanna add that you should do it in Bohan because its the smallest Island and you won't have to travel far to capture the criminal. It only took me around 30 minutes like this.

Once you have any type of police vehicle bring up the police computer and look to take up a contract, always request a criminal on foot, if when you search you don’t find a criminal on foot just simple exit the police computer and re-enter it and it should now have a criminal on foot.
On a side note if you use any cheat that negates this achievement you can simple capture 19 criminal then save, load up the save again and capture the 20th criminal.

An easy way to obtain a police car without gaining wanted level is spawning the FIB Buffalo car with the Cheat (Type 227-555-0100 into phone). Once you are in the FIB, select 'View current crimes' and you will see 3 recent crimes that have occurred. Once you select the crime, the location will automatically be set as a waypoint and you will have a small amount of time to get there, depending on the distance to the crime. Then, you kill the person/s, and once you do this, it will save and that will be one to your list required. I find that 'criminal on foot' is easiest as they have no vehicle and you can run them over to kill them, but it all depends on your preference.

The easiest way possible to do this achievement quick is to use cheats doesn't matter which you use. However, stop at 19 criminals quit the game. This will disable all the cheats you used. Now just start the game up again. So now all you need to do is kill your 20th criminal and bam! Achievement unlocked! Any questions feel free to message me!

Something i noticed all the above Guides miss.... Is how absolutely easy it is the regular police car to get damaged....but to solve this just take the Police Car to your apartment, park in the yellow lines, and walk/drive away 2-4 blocks and come back... *it should be completely repaired.
(You can also do this after stealing a Police Car, park in the lines & save inside apartment to get rid of Wanted Level... Then basically do the same Walk 2 blocks trick.)
I found that the Immigration Humvee is one of the stronger Police cars, and basically kept re-using it this way, since some of the Most Wanted can damage your Car allot... Just Park, Walk, Respawn... Repeat.
(This way you don't have to worry about using the Cheat for the Buffalo)
