A Legitimate Business
Export all three car lists.
How to unlock the A Legitimate Business achievement in Grand Theft Auto: San Andreas - The Definitive Edition - Definitive Guide
Looks like, my solution on the x360 still works, so I'll share it again
Exports and Imports are a series of side-missions which become available after completing the mission "Customs Fast Track" from Cesar Vialpando, this mission will be available, once the following requirements are completed:
1. Unlocking "San Fierro"
2. Completing Driving School with at least all Bronze
3. Purchasing Wang Cars (Costs $50,000)
4. Completing "Zeroing In" missions given by Cesar Vialpando
5. Completing "Test Drive" missions given by Cesar Vialpando
There are 3 lists of each 10 vehicles to complete. Almost every vehicle of these lists has a 'spawn-place' in San Andreas which is related to this mission. But, be aware: the vehicle has that spawn-place only when it is on the list which you have to complete at that moment. When you have delivered a vehicle it will not reappear at that spawn-place again. Of course you can see most of the vehicles driving through the streets or parked somewhere else. If the vehicle doesn't spawn, you have to walk away and come back and the vehicle might have spawned.
You will need to unlock "Las Venturas" as well, in order to deliver all vehicles
In this exactly point of the map (Easter Basin, San Fierro):
You will find a board, containing a list with the current cars:
Each wanted list consists of ten different vehicles needed for export. They range from motorbikes to sports cars, and from common to rare.
List 1
Admiral
Buffalo
Camper
Feltzer
Infernus
Patriot
Remington
Sanchez
Sentinel
Stretch
List 2
Blista Compact
Cheetah
Comet
FCR-900
Rancher
Sabre
Slamvan
Stafford
Stallion
Tanker
List 3
Banshee
BF Injection
Blade
Euros
Freeway
Journey
Huntley
Mesa
Super GT
ZR-350
I personally use this map to find some vehicles:
http://gta-sanandreas.com/guides/importexport/map.htm
Once you have the desire vehicle you have to take it to a specific marker on a cargo ship in Easter Basin, San Fierro, where it can be lifted in place via a magnetic dockside crane, or simply driven up a ramp linking the dock to the deck of the ship if the vehicle is compact enough to be driven onto the ship. Once the vehicle is in contact of the marker (and released from the crane magnet, if lifted using the crane), a message will show up that the you have successfully exported that vehicle. Then you will receive money depending on the type and condition of the vehicle.

Reward
-Cash is awarded for each car successfully delivered, ranging from $10,000 to $135,000 (with cash deducted if the vehicle is delivered with damage). The player will receive a large cash bonus for completion of each of the lists, ranging from $100,000 to $200,000 per list.
-Delivering a vehicle will unlock a new vehicle being made available for import on certain days. These vehicles range from the vehicle which has just been delivered to the dock, to rare vehicles Carl may only be able to obtain via import which become available for every five cars delivered. These vehicles may be purchased on certain days of the week only, and may be bought during or after completion of the sub-mission by returning to the blackboard. Vehicles purchased appear on the deck of the freighter, requiring Carl to either use the crane or attempt to drive them down the ramp.
-Exporting all 30 vehicles is a requirement for 100% completion of the game.
-And of course the "A Legitimate Business" Achievement

The freeway bugged my list too, I followed a comment from the 360 version, Go to a safe house with a garage and wait until the timer runs out, Once it's ran out get off the bike in the garage and go make a save, then take the bike and go to a Pay N' Spray. This let me export the freeway but it only said it as I pulled up to the docks, it gave me my whole list back afterwards.

Whoops, didn't notice. Would be nicer to have the missions displayed in order

In total there are 30 vehicles to collect. However, you can only export them if they are on the list on the notice board. You can either drive them onto the ship or use the crane to lift them on to it. This is a decent way of making money also.
When getting the vehicles, I recommend using the Tow Truck, as sometimes some of the vehicles are locked. The Infernus was locked for me like 4 times in a row, so I just used the Tow Truck from that point. For the Motorbikes such as the Sanchez, Freeway and FCR-900 you can drive those normally you are unable to tow them.
Also, sometimes the vehicles might not be there, just drive away and return and it should spawn.
Below are screenshots of where you can find the Tow Truck and all of the Export Vehicles.
Tow Truck Location: 00:05
List #1
List #2
List #3
If you are still having trouble, feel free to use my video I made showing all the locations of all the vehicles.
Hope this helped, thanks again.

I just want to throw this in as this made the list a bunch easier!
The Sanchez/Mesa Spawn proved to spawn a majority of the vehicles every time. If you drive down there and jump on the sanchez and drive the same route back, the Journey, Tankers and the Freeways would spawn everytime not to mention many of the other lower class vehicles that are needed.
Another thing, if you drive between the San Fierro Garage and the Paradiso Safehouse in the most Straight Right-angle L-Shape possible direction, in any sports car; I was likely to find more of the rare cars and store them in the garage for later. INCLUDING Cheetahs! ZR 350s, Buffalo's, Slamvans etc.
Driving both these routes may help you rack up some of the vehicles for later, store them in your garage or other San Fierro safehouses to make your life easier! Especially the cheetah.

1. This trophy is required for 100%
2. The easiest way to find cars is to use a map of these same cars
3. Sometimes it is better to look for a car on the city streets than to drag it to another city
4. It is completed in 2.5-3 hours, since there are 30 machines.
5. It is best to learn what cars you need, if they are not on the list, but you see them on the street - take them to the garage, so that later you can complete the mission faster.
6. There is one car called Huntley, it appears in the parking lot near the driving school in San Fierro, after completing this driving school for gold it will not appear (at least for me it is so), so I advise you to immediately take it to the garage, otherwise it calmly drives along the streets of this very city and it is quite possible to find it

The achievement is quite simple if you know where to look for cars.
Video guide (en) on finding cars.
The list of cars is as follows:
Having this list in hand, you can search for cars in advance and store them in the nearest garage from the port, where you need to take the cars.

Please note that the Euros car spawns ONLY in one place - in LV under the sphinx. And only after you open the 2nd list of cars for export.
Mine was closed, on the Internet it is written that you need to push the closed car into the garage, wait until the garage closes, then you can easily get into the previously closed car. The nearest house with a garage is located far from the Sphinx. I started pushing first with CJ, then with the car. In the end, the car opened. I did not quite understand why this is so. So try different ways
