Go in and out of the casino until the $10,000 table is available. Bet $2000 on every number but the one with a star. You will get it in one spin.

Nevermind, found a way better solution

Work up your gambling skill by "spending" enough money for that. How ? Roulette, split the max wager between black and red so you incrase your skill without loosing any cash.

Then, play at least a 10,000$ roulette, place at least $1000 on all of the 6 squares, and spin it to the win. Unlocks even if you loose money overall.

I lost about 7k on this one. It's not even luck based. It landed on $20 and $40 at least twice before landing on $10 for the first time. Fuck whoever motherfucker thought yet another luck-based achievement was a good idea. I reloaded my save and got my fucking money back right after I got the achievement.

You say to go into any casino, but Four Dragons only has high betting Wheel of Fortune table. I guess I'll look at another casino. Nothing against this guide except that you can go into any casino without a high gambling skill.

I just went in and placed $500 bets on black and red on the roulette tables a few times and it raised my gambling skill enough to play the $10,000 Wheel of Fortune table. I also place $1000 on all 6 squares to make it quick and simple. Won on the first attempt.

If you have a ton of money just put $1000 down on all six numbers and you'll get it easy.

Easiest Solution!

1. Save game
2. a) $1000 on $1
b) $500 on $2
c) $200 on $5
d) $100 on $10
e) $50 on $20
c) $25 on $40
3. Unlock achievement & load game to recover lost cash

I didn't bother putting anything on $40 and got it first try, despite losing money from the spin it still counts the $1000 win on the number that lands.

I love all the solutions above however I noticed every time I would put max bet on the $10 it wouldn’t land on it. Max out it all out on $1 ones to you reach $1000 on the wheel of fortune. Took me a couple tries but the $1 was more lucky then then $10 one.
