To own all the properties, it will cost you 1,044,000$. Plus another million for the cash requirement. Plus the 53 gang turfs to conquer. This achievement should be done once you return to Los Santos after picking up Sweet at the precint.
Note for players that doesnt know the game
Do not attempt to do it until you return to Los Santos in late game after venturas storyline. You will loose all the territory you own after the first los santos storyline, while not being able to buy all the properties anyway.
Properties to own :
Total to aquire all properties : 1,044,000$
You can easily acquire more money at the casino. For that, raise your gambling skill by spending enough to access the 1 Million $ tables. An easy method for that is to play the roulette and split your max bet in two equal one's over red and black, so that no matter the result, you'll get all your money back and the game will have counted it as money spent to raise the skills. Repeat until you get access to the highest table, then you can easilly save at the 4 dragons, head inside, and bet everything on the roulette/blackjack (knowing that you can borrow the million you'll be allowed to bet too), and reload the save if you loose.
Gang Turfs
There is 53 territories in total spread around LS. To start a war, kill 3 ennemy gang members while on foot. Then you'll be tasked to survive 3 waves. You only need to complete 2 waves tho for the turf to be conquered.
You can't attack a new turf if one of yours in under attack. You can easilly cancel that by saving your game or starting a submission in a taxi, police car or else.
It's quite easy to do by crouching somewhere and using either the M4 or the AK47 to engage ennemies before they're in range. First wave is usually noob ennemies with pistols and melee weapons, feel free to level others guns on them. It will just require some patience to get all of them.
Beware, some of the turfs are extremely small. Best strategies are to hang out in that area as a bait for gang members, shooting at the cars of passing gang members to make them leave and go on foot. You can also try to do it during the riots.

While you are attempting to take over the hoods (late game) you should drive a vehicle with a sub mission (police, taxi etc) in order to cancel "your hood is under attack" mission. If you get this notification activate your vehicle's sub mission and it will "save" your hood that is being attacked.
You should get all East Los Santos fast because attacks are common there. Attacks occur in hoods near enemy hoods so if you take all East Los Santos including Vagos hoods the western Ballas will not attack and vice versa. Vagos will attack hoods they had no claim in East Los Santos though.
Punch some guys of a near zone and run to the zone. Kill them there. Make sure they step onto the zone you want. White zones do not count obviously.
Block the road with a vehicle and kill gangsters in their car if they will spawn.
Kill some random ppl and gangsters will spawn to check the disturbance.

thegabjzor]On a side note, the cheevo popped for me even before taking over all hostile territories. I purchased all properties, and taken over most of the turfs (I had only 5 Vagos hood to clear), but in Statistics>>Gangs I saw 70 territories "taken over". Mind, not "held" or "under control", as there are fewer.
DEol]I did it with the tank on the end. Few tank bullets and done, out of the tank, shoot 3 gang people, back in the tank, boom boom, next wave, took me around 1 hour to complete all the gang turfs, now i still need to find a way to that million again
supkris]Just go to four dragons casino, make a save and play at 10000$ booth. Bet max up to 50000$. Even for a pair of jacks or better you get paid 5 times more. If you hit flush or straight or even three of kind you will be making lots of money and be a millionaire in minutes.

It's easy to make a lot of money without using cheats and affecting your 100% run. It can be done early or after beating the game. Just save the game, go to the casinoes in Las Venturas and play the roulette, betting all of your money in one color. If you win, save the game again and repeat, if you lose, reload your save. It can also be done in the Inside Tracks by betting on horse races, using the same method. Winning twice after betting on the horse with the worst odds will multiply your money by 100x.

Also, once you start the gang wars the first time, drug dealers are everywhere and they drop $2k every time. Easy way to rack up cash and gain weapon skill. I like to use the sawn-off shotgun on them.

Regarding gang turf takeovers.
Don't go to take over any turf (apart from Glen Park as the story depends on it) until end game as the turfs will all be lost to Ballas and Vagos as the story progresses through San Fierro and Las Ventura's.
There are a few really small gang zones which are an absolute nightmare to get complete if you have taken the surrounding turf. (Check a gang turf map reference)
Here's the trick to avoid a massive headache - Leave the surrounding large turf, and concentrate on the really small ones first. If gang members don't show up, which is highly usual, you can bait gang members from surrounding turf by running up and punching them, then running into the "tiny annoying gang turf" - make sure you get rid of 3 / 4 of the gang members in said tiny annoying turf spot and voila a take over will commence.
- for "runaway enemy gang members" you can use a sniper whilst standing in the flashing zone.
- Don't recruit Grove St clowns - "recruited Grove St members" aren't worth the time as they are absolutely useless, can't even be good bullet sponges and annoyingly, your auto aim will continuosly lock onto them instead of nearby enemies firing at you, and to add insult, the Grove St idiots you lock onto, while being shot at - don't even fire at the enemies.
*Taking over all turf in one go takes about an hour and 40 minutes / 2 hours or so on foot, and about 40 minutes using a Rhino (tank) *depending on spawn frequency.
**Some patience and frequent swearing required.

How I’ve done this over the past 17 years is to get 100% before attempting going for all the territories. It’s especially true here since I believe the taking of territories is harder in this version due to the enemies being more accurate. 100% nets you infinite ammo and a Rhino will spawn under the overpass in Grove street.
Once you complete 100% you have 2 options
1. Use the Rhino. You’ll have to get out to shoot the gang members but once the war has started, hop in and either shoot the waves of enemies with the cannon, or run them over. In the tank you’re basically invincible.
2. Use a minigun. After achieving 100% you get infinite ammo. The minigun sprays bullets very fast and doesn’t have to reload. If you don’t have one left over from the missions there are a few scattered across the map. I’ve linked a guide below. You can stand at a good distace and spray the entire group in a couple seconds.
