How to unlock the A Legitimate Business achievement in Grand Theft Auto: San Andreas - Definitive Guide
Exports and Imports are a series of side-missions which become available after completing the mission "Customs Fast Track" from Cesar Vialpando, this mission will be available, once the following requirements are completed:
1. Unlocking "San Fierro"
2. Completing Driving School with at least all Bronze
3. Purchasing Wang Cars (Costs $50,000)
4. Completing "Zeroing In" missions given by Cesar Vialpando
5. Completing "Test Drive" missions given by Cesar Vialpando
There are 3 lists of each 10 vehicles to complete. Almost every vehicle of these lists has a 'spawn-place' in San Andreas which is related to this mission. But, be aware: the vehicle has that spawn-place only when it is on the list which you have to complete at that moment. When you have delivered a vehicle it will not reappear at that spawn-place again. Of course you can see most of the vehicles driving through the streets or parked somewhere else. If the vehicle doesn't spawn, you have to walk away and come back and the vehicle might have spawned.
You will need to unlock "Las Venturas" as well, in order to deliver all vehicles

Once you have the desire vehicle you have to take it to a specific marker on a cargo ship in Easter Basin, San Fierro, where it can be lifted in place via a magnetic dockside crane, or simply driven up a ramp linking the dock to the deck of the ship if the vehicle is compact enough to be driven onto the ship. Once the vehicle is in contact of the marker (and released from the crane magnet, if lifted using the crane), a message will show up that the you have successfully exported that vehicle. Then you will receive money depending on the type and condition of the vehicle.

-Cash is awarded for each car successfully delivered, ranging from $10,000 to $135,000 (with cash deducted if the vehicle is delivered with damage). The player will receive a large cash bonus for completion of each of the lists, ranging from $100,000 to $200,000 per list.
-Delivering a vehicle will unlock a new vehicle being made available for import on certain days. These vehicles range from the vehicle which has just been delivered to the dock, to rare vehicles Carl may only be able to obtain via import which become available for every five cars delivered. These vehicles may be purchased on certain days of the week only, and may be bought during or after completion of the sub-mission by returning to the blackboard. Vehicles purchased appear on the deck of the freighter, requiring Carl to either use the crane or attempt to drive them down the ramp.
-Exporting all 30 vehicles is a requirement for 100% completion of the game.

Just want to put this out there the inferno on said map is always locked for me is there a way around that

You will then receive two phone calls so make sure you are on foot as you cannot receive calls while in a vehicle. The second call will give you the ability to purchase Wang's cars, which is the showroom just across from CJ's garage in San Fierro. Just look for the house icon on the map. This building costs $50000. After you purchase the building you will unlock a series of missions from Cesar. This is an appendix to the solution that lSoNl has written up, which already details the general rules of the import/export side-mission.
The Stallion which is part of the second list can be found in Juniper Hill, parked in front of a row of stores. The orange outline on the map cut below shows exactly where.
It's not a guaranteed spawn however, so I would suggest buying one of the two safe houses nearby (marked with a blue outline) and then entering it so you can 'refresh' the vehicles that spawn.
x PAYLOAD x mentions that if you cannot get it to spawn using the above method, dying intentionally also works.
If you do plan on doing this start to finish with no distractions, you'll be looking at around four to five hours of tracking down cars and dropping them off if you take these tips into mind.
* There's an NRG500 nearby used for a challenge, which in itself is tied to the achievement Bike or Biker. You can use this to exit the docks faster. You won't need to concern yourself with the challenge each time it starts.
* Always air travel when leaving San Fierro. The airport which is nearby the import/export crane will be your most favorite place in the game for the duration of this. Once you enter through the gates, go to the left path, and then turn left again once you go up to the runway area to find a Beagle sitting there. This plane has good speed and is very easy to handle.
* After you've finished picking up the vehicle, you can move the magnet back to the ground again after getting the cash bonus. This will save you having to pick up additional vehicles as you can just drive onto the magnet. Alternatively, you can drive up the boat ramp instead of using the crane, yet some cars may have trouble accelerating up there. (Credit to Galarzaa90 for pointing this out)
* If you've finished the game and have tons of cash to go around, start buying safe houses near locations that have listed vehicles. Save when you're near the vehicle so if you do roll your car or fall into the ocean on the way back, you won't need to traverse all the way back again. Just reload and you're good!
* The Patriot is a pain to get just because you're going to get five stars. Don't take risks here. Find the best path back to your nearest garage so you can store it and keep it safe. The FIB are extremely aggressive and will collide with you, which in turn could set the Patriot on fire. Let them get ahead of you and then work your way around as you make it back to the garage.

I was trying you way with running in and out of safe houses, trying to get the Stallion to spawn. I did this for a hour with no results. Then a friend told me to kill myself and check if its spawn. Took me 2 suicides and finally got the car.

That's unfortunate it didn't work for you (it took me four tries of reloading in safe house), but the suicide method is a good alternative. I will add this.

You should try ChaosAlert's method first
Anyways if you can't get the Stallion to spawn try going outside the gas station located north of the export location (shown in the red box below).
They're somewhat common in this area, Just drive or run around till you see one of these

This is very long and time consuming so my solution would be to buy a safe house with garage in san fierro.when you steal a car if it is part of the list your on with export it,if it's on another list put it away for later on in one of your 2 garages.i also can across the following link which is very very useful

Useful tips for cars that wont show up/are locked!
If you approach a vehicle and find the car door is locked you can simply blow up the vehicle, then walk or drive away (you don't have to go too far, just down the street should work) then return to the cars spawn point and it has a chance to spawn unlocked.
If you go to a spot where a specific car should spawn but isn't there, just drive away (Down the street and back) and a new car should spawn in its place (repeat until the desired car spawns.
Additionally there is a bug with the Freeway motorcycle on backwards compatibility.
An apparent fix is to get the motorcycle, take it to your garage, then go into your house and make a save, exit the house and get the motorcycle out of your garage and it should be ready to export.

This can be obtained after the mission “Customs Fast Track” by taking all of the listed cars (shown on a billboard at the end of the pier) to the crane and using the crane to lift the vehicle onto the ship. You must complete the Driving School (pass each test with 70% or greater) to access the mission line that leads to "Customs Fast Track." This is a good source of money, albeit time consuming.

Having problems with Feltzer (this is the one on the motel package southeast of San Fierro). The website says that he will spawn on Wednesday. And yes, he appears, but not in the morning, but somewhere in the middle of the day.
