Any idea what time you need for the last flight school mission? So far 1:24 is my best.
The rest of the missions seem easy in flight school.

You can activate "vigilante" mode in any of the following vehicles (I listed them from best to worst option):
Hunter (Apache Helicopter)- Best option imo. It is fast, highly maneuverable, unlimited firepower and hard to catch by the law enforcement.**
HPV1000 Police bike- Second best. Highly maneuverable, fast, and you can shoot directly in front of you. but easy to crash and lose health
Police Car- Good overall, but damages fairly quickly.
Police Rancher- Has a tendency to flip over.
FBI Rancher=Harder to obtain than regular police rancher.
Rhino Tank- Too slow and cumbersome to complete the missions before the timer runs out.
Enforcer- Slow and cumbersome.
Barracks- Slow, cumbersome and poor handling.
S.W.A.T tank- To rare to use in combat.
*You will need a significant amount of ammo and health if you opt to use any of the regular vehicles. Additionally you will have to evade the actual SAPD since activating the vigilante mode does not stop you from getting wanted stars .
**So my advice is, wait until you reach the flight school and get gold on each course. You will be rewarded with a Hunter helicopter right next to the school. Then activate the vigilante mode on the desert, that way the enemies will spawn in the vast and ample desert; which is not densely populated and thus is easier to maneuver and shoot down your targets. There is also an body armor in on of the broken airplanes west of the flight's school hanger.

I tried vigilante mode with the Bike, the tank and the hunter. I got to about round 9 with the bike before the cops kept knocking me around. The tank was way too slow. The hunter made this so easy. Great guide +1

Since all the other guides focus on the hunter as the method for getting this done I thought I would give my opinion on how to go about it as I personally am woeful with the hunter I'm ok flying from a to be with a chopper in the game but it all goes wrong when I try to kill targets as well. If this sounds like you this might help.
Go to area 69 and grab the rhino tank.
There are a few tips to do this but overall it is very simple.
1. Don't shoot the cannon unless necessary or unless you are already stopped. Some people claim the tank is very slow but I have found it to be very quick as long as you build momentum. If you fire the cannon it drives you back and slows you down however crashing into targets blows them up so no need for it anyways.
2.If they are driving straight at you do your best to hit the lead car. The one problem I had was on level 4 when 1 car was coming towards me and one moving away and I missed the oncoming car and wasted alot of time turning and chasing him down before going back again and chasing the other but still had 1min 7 secs to spare and that was the closest I came to failure.
3.If you start straight from area 69 you will have a 5 star wanted level and fbi jeeps everywhere. Try to avoid hitting them as they are a bit tougher and if they don't explode on impact will slow you down. Or you can put the tank in the garage at the airstrip and save to lose wanted level before you start.
NOTE: As far as I am aware you need to have completed the mission Black Project for the truth at area 69 for the tank to spawn in the hanger.
As ljokelly pointed out you can rotate the cannon to fire backwards which increases speed but the downside is you have to be looking back which makes navigation more difficult and could lead to getting stuck on something or simply driving off a cliff. Personally I found the tank fast enough without this but something to bear in mind if you need it.

In the desert where you do the mission for the truth to get the jetpack. on the map to the left of airstrip is a huge compound and that is it.

These are just tips, not guides but they should help.
Firstly I'll go through my situation in the game. I'm still on the first Island so you don`t have to go to Fierro or Venturas to do this.
I have done about 95% of the Gang Wars and Doberman was my last mission. I've done all of Ryder, Big Smokes, Cesar`s and a few of OG Loc`s missions. Bare in mind that doing Gang Wars gives you respect and i also maxed out my respect by doing all of these.
Now..
I had about 7000 bullets in my SMG which i got all from Gang Wars and is more than enough. I stole a Police bike earlier in the game and had it stored in my Grove Street garage so i had it ready. Save before you go to do this because it can get very tricky at later levels and if you fail, you can load up the game and go again. I would also recommend to get some Armour as well!
Now I`m very familiar with a lot of the Wanted star locations which is very, very helpful. However, i only used about 3 or 4 throughout the whole 12 levels. It might be a good idea to look up wanted stars before you go ahead, you will most probably need to use a couple of them.
I little tip that i found quite useful on a few cars in the city area and the towns out in the country. When cars turn left and your chasing them, try to stay on their back left a bit and spray when they turn. You should hit the gas tank and the car will immediately blow up!
I hope these can help, i know how much of a pain Vigilante is but keep at it, it will get done eventually. If you vote negatively, please let me know why so i can maybe edit if need be.

To obtain this achievement you will want to wait until you have either passed all flying lessons to gold standard or that you have beaten the game and passed the mission "The End Of The Line".

I bought the airstrip, took one of the planes for a short flight over the Area69 fence. I know it will take some practice and some patience, since you might end up killed the first times because of those missile defense systems. With the cropper plane it's just straight ahead, against the first building. That has a tank most of the time.
When you succeed, rob one of the tanks. Take it to the garage at the airstrip, run very fast inside to save. For some reason (either glitch, dumb programming or exploit) when you save your game, the 5 star wanted level will dissapear. Do some vigilante around Las Venturas. The dessert is large , the cars very easy to find and take down. You will end up with a 3 star wanted level, but for me this worked very well.

Earn all gold medals in the flight school and you will unlock the hunter helicopter in the near hangar, once you got it save the game in the tower , go out and you will find the leviathan if you finished the mission, so use the jetpack to arrive till the end of the airstrip and come back to the hangar and the hunter will spawn, start the cop missions with RS and good luck , if you are not too able with rockets stay close the criminals and use the heavy machinegun and they will explode like popcorns till the end of the mission 12 and you will have double armor and the achievement of course. If you fail the mission click start and you load the game and repeat what i said before till you reach the achievement.
Be careful to don' t hit with the helicopter various obstacles because it may explode and you will die failing the mission.
Not recommend any other vehicle to do these mission: With the bike you may be shotted by the criminals or killed failing the mission but it' s fast and you can shot from the front, the tank i think is to slow and the other veichles will not let you shot from the front .
The hunter helicopter is also good to reach the 4000 kills achievement i think.

Just ram vehicles hard enough and they will blow. Very easy and no need to worry about falling off your vehicle or it blowing up. :)

This is best obtained after Las Venturas is unlocked and the jetpack spawns at the abandoned airstrip. Take the jetpack and travel to the army base. Fly over the fence and head for the barrack looking buildings near one of the SAM missiles. There will be a tank inside two of the three. Get in; the tank is near invincible unless you flip it and you will immediately destroy any car by running into it. Start the Vigilante mission by pressing and ram away. You can make it faster by firing the main cannon with . Completing this mission set will give you 150% normal armor.
