How to unlock the San Andreas Sightseer achievement in Grand Theft Auto V - Definitive Guide

Simply climb to the roof (on the left side of the building there is a ladder) and most times there will be a buzzard attack chopper.
Once you have all of the land marked, if it still hasn’t popped fly around the eastern coastline. Marking each of the white circles on your map. If it still doesn’t pop just fly around the island and search on the map for any small transparent spots on the map.
If after all this you are still without the trophy, set your waypoint on areas of the ocean still undefined and either fly or use a boat to uncover these areas. Note: The map "ends" where the water turns deep blue so if you carry on past this point, you are not uncovering any more of the map.
Luckily you do not have to reveal every last pixel as the trophy unlocks once around 95% of the map is revealed.
The entire island of San Andreas is open from the start; however, the world will be hidden on your map by dark clouds of fog until you have explored that general area. Once you have explored a certain section of the map, the fog will clear up and you can see the map as normal.
Even though most of the map will be uncovered through natural story progression, the best way to uncover the map quickly would be to use a plane or helicopter. Unlike cars, aircraft will uncover the world much faster as opposed to maneuvering through every street, mountain pass and body of water. Once you have cleared up about 98% of the island and the surrounding bodies of water along the shoreline, the achievement will unlock.

Here are my tips:
1. Don't worry about the trophy at the beginning of the game. You will still travel through most of the map in the story, so don't waste time at the beginning of the game.
2. Don't fast travel in a taxi.
3. I knocked out the trophy at the end of the story.
IMPORTANT
Leave the "under the bridge" and "knife" flights for the end of the game. This will help you explore most of the map while you fly from one place to another.
Collecting UFOs/letters/tracts "epsilon" will also help you (collect them while flying in a helicopter).
The waste and wreck sites of the submarine deserve special attention. While you collect waste and wreckage of the submarine, you will be able to explore the entire coastline of the island and will not have to fly around everything several times by plane. Also take part in parachuting and other activities in GTA 5. Here you will achieve several achievements at once.
