If you want to host your setup on the Fleeca job (which will be the first available) you have to meet the following criteria:

- be at least lvl. 12
- have a luxury apartement
- you need 2 people to start the setup (yourself included)

I got this achievement in the setup after completing the tutorial Heist. To be clear: I did not get it for the tutorial heist. I had to wait a while after the tutorial for Lester to call me. When he did this I could go to my condo and start the setup for the "Fleeca job". The first setup (called "scope out") requires you to check out the bank together with your partner and Lester. Do this and the following tasks Lester will give you and you will get your achievement.

Alternatively I guess you could also just join the invitation to a setup from someone else. On a second profile I got the achievement for stealing the car as a part of the Fleeca setup. I did not do "scope out" before. I just joined someone elses invitation. But I guess there is really no need (given you are at least lvl. 12 and have a luxury condo) for this because the Fleeca setup is quite easy.
