How to unlock the Welcome to Los Santos achievement in Grand Theft Auto V (Xbox One) - Definitive Guide

This is a story based achievement. Once you do the opening bank heist mission with Trevor, you'll end up being Michael in a cutscene, sat on a bench. Lamar and Franklin walk past, Lamar asks you where a building is.
You then take control of Franklin, and you & Lamar walk to the back of a house, jump in two cars (you can choose to drive either of the two), and race them to Simeon's garage, part way through you get the cops on you. Lose the cops, get to Simeon's garage, and a cutscene kicks in showing Simeon having an argument with Michael's son Jimmy about him being racist.
Achievement will unlock during the cutscene!

Well this achievement didn't unlock for me and I don't know what to do I have tried replaying the mission but it still hasn't unlocked, any suggestions?

There seems to be a problem with Achievements right now, the bail bond one didn't pop for me two minutes ago, yet the system status is all green.
Turn your console off and back on, and reboot your internet equipment. This achievement definitely pops.

This achievement requires you to complete the mission "Franklin & Lamar".
I will be showing you a text and video guide if you prefer a specific type of guide to unlock this achievement.
The video guide will be under the text guide.
After completing the "Prologue" mission, which is the heist in Ludendorff, North Yankton, over 9 years ago, it introduces the basic mechanics of the game, you will get a cutscene. Once it ends, you will be someone named Franklin, run to Lamar and choose either the white car or the red car and you will get another cutscene. After it, you will be following Lamar across the streets of Los Santos, make sure to not lose him. Make sure to use your brakes so you don't crash into anything and lose him. Once you enter through the Union Depository and come out of the other end, you have a cutscene. After it, you will have a 2 star wanted level, try to lose it by taking lots and lots of corners and shortcuts. Once you manage to lose the wanted level, head to Simeon's dealership ( follow the yellow line on your map on the left bottom corner ). As you arrive, Franklin will get out and you have to move towards Simeon and Jimmy. A cutscene appears and after it, you will earn this achievement.
NOTE: IF YOU DON'T GET THE ACHIEVEMENT, REPLAY THE MISSION IN THE "GAME" TAB ON THE MENU
