Edit 1- I didn't know this, but according to ASUnknown1 "you can't get six stars until you've completed the mission Rub Out."
Super easy to do! Get a Rhino (Tank) and just destroy everything and everyone you come across.
There are only 2 ways of getting a Rhino (Tank) in Vice City according to https://rockstargamesgtavicecity.fandom.com/wiki/Rhino
First way. Collecting a certain amount of Hidden Packages across the whole map.
After you collect that amount of Hidden Packages, the Rhino will spawn at Fort Baxter Airbase (All the way to the left, North of the Airport).
The second way to get one is getting a 6-star rating. Kind of useless since you'll have the achievement by then.
