"Four Iron" is the 7th main mission; the first of Avery Carrington. It'll be located infront of the construction yard, represented by the icon of the letter "A".
You'll have to change to the golf outfit and then go through security. Once past security, the Golf Club will be on the right on the pathway. Drive to the waypoint and head upstairs. The Property Developer will then leave that area and start driving around the golf course.
His bodyguards will chase after you. I would highly recommend to kill the guards first before you go after the Dev so they're not a nuisance. Once the guards are out of the way, chase after the Dev and try to have him stop driving so you can take him out of the car and kill him with the golf club.
Once you're able to get him out of his car and kill him with the golf club, the achievement will pop immediately!
Edit: According to Bugrick, "You can prevent the guy from driving away too fast by putting your caddy in front of his. That gives you some more time until he figures out how to drive backwards."

Its only the 7th mission depending on which way your doing them, it's the 1st "A" mission I.E Avery Carrington.

A nearly fool-proof way of doing this achivement is to have weapons with you into the golf-club.
When you arrive at the golf club, there's a Comet outside. Park that car close to the white fence next to it, and jump over so you can bring your weapons into the golf field without leaving them behind after going through the metal detectors. You also need to pick up the four-iron/golf-club for this achivement, that's outside the entry house of the golf club right where you would normally enter.
Go to the place highlighted. Here you can shot from a distance (if you have a assault rifle or sniper), and blow up the golf carts around the target. Then simply kill his bodyguards, and then kill the target with the golf-club you picked up.

Once you unlock missions from Avery (marked with an A on the map) your first mission will be to head to the golf course to kill the property developer. You'll want to pick up a golf club once you arrive, there will be one at the entrance. Simply use the club to kill the target and the trophy will pop.
On a side note, if you have any weapons you can actually bring them with you. To do this, drive a vehicle up to the ramp to the left of the golf course entrance. Press it up against it, jump onto the vehicle then jump onto the ramp and into the course. You can use your weapons to kill the bodyguards to make your life a little easier.
