This is one of the first missions in the game, and is very straightforward. You must drive to a construction site and start a fight with a few of the protestors there to start a riot.
Once the riot starts, gates will open and security guards will run out. If you don't have a gun, you can kill the security guards to get a pistol. Before shooting the explosive barrels to destroy the trucks, run behind the building in the newly opened gated area to get the hidden package back there. At this point, shoot the explosive barrels next to the trucks to complete the mission and unlock the achievement.

This is part of the main story and can't be missed. It will be one of the first missions you'll do.
The missions task is to start a riot, an easy way to do this is to simply drive your vehicle in and kill a few workers. Once done the gates will open and you'll need to destroy the trucks. I'd recommend driving the lone truck and press it against the two opposite of it then blowing up the nearby barrel to take them all out at once.
