Opposite Tommy's mansion there is a house, marked on the map. In the yard of this house there is a pool, in which there is a beach ball. By hitting or shooting at it, drive the ball to the wall of the pool, hit it - it will bounce. Then just stand under it and wait until it touches your head 5 times in a row.

Take a regular pistol, throw the ball up, turn on aiming and look up at the ball. In aiming mode you can now move, so we can easily look where the ball is falling and stand under it. You'll hit it 15 times without any problems.
