The achievement might be just a bit buggy than, however. Picking up the bomb or not, 7,5 minutes should still be more than enough time to kill the 15 NPC's.

Worked on the forth attempt for me. What I did: I killed all NPCs on the first three floors and after that I grabbed the first three bombs. With the last bomb attached I killed the 5 NPCs on the top floor and got the achievement. Thanks for the help guys :)

I don’t know what is up with this one but I can’t seem to get it. It may be that 2 guards do not spawn on top floor. It seems I get 1 guard and 4 construction workers. Any advice?

Got this one on my second try. After clearing all 15 NPC's, I started dropping off the bombs. When I reached the top floor, a 16th guy spawned and upon killing him, I popped the achievement. It helps to keep an ear open for their calls as this is a big giveaway that at least one dude is still around.

I attempted this a few times before it eventually popped; however, something I noticed that may help is that sometimes an NPC from the top floor runs out into the open staircase and clips through the wall rendering them unkillable so try to snag those top floor fellas first if you're struggling.

3 Times & still nothing...

I just tried this for the first time and it didn't unlock. I believe what is happening is sometimes the chopper kills a target by bashing them instead of registering as a blade kill.

I'm gonna try again and slowly approach every target at an angle. Try to make sure you see a blood spray and maybe a target launching away from you

2nd attempt and I did as above. MAKE SURE YOU SLOWLY TOUCH TARGETS WITH YOUR BLADE

You can kill targets by hitting them too fast and sometimes this doesn't register as a blade kill.

Only thing I can offer, is TAKE YOURE TIME. If you fly too fast at the NPC its considered a bash kill, not a blade kill. Take your time and kill all 15.

I can confirm that what JedEgan said about hitting the 15 pedestrians outside the building does count towards this achievement. I killed everyone in the building with no achievement but as soon as I hit a construction worker on the sidewalk, the achievement popped.

Twice it never popped for me, so i had to kill a walking npc construction worker on the street soon as i took control of the RC. Then i went an cleared them all out ceevo popped, then 1 or 2 workers extra spawned in as i was going back to get the bombs.

The NPC trick worked for me as well, although they didn’t spawn until after 8:00 in the game time. I’d recommend not starting the mission until it’s earlier in the day or you’ll be waiting and waiting like me.

I killed several random NPCs on the streets before going into the building and it popped after a few construction workers in the building so street ppl of any kind work.

I can confirm that if the achievement doesn't pop you can just kill some street npcs.

Why did they put so many stupidly annoying missable achievements in GTA games? Now I know why they added in the more robust load feature... if the old games didn't even already have it I mean, I can't remember

This was an absolute pain for me. Killed everyone in the building, tried the NPC trick, nothing worked. For me, the thing that did it was waiting for the NPCs to have their weapons out, and I made sure that everyone dropped either a hammer or a pistol. Finally did it on the 8th try!

Just popped this tonight, diddnt pick up any bombs, cleared all workers and security on each floor and it popped, then as I was doing the bombs 2 more workers appeared. Maybe fixed in a patch but no issue for me

The not picking up the bombs trick worked a treat. Got it first go no issue :). Would have been fine picking them up but at least I've got another missable out of the way.

Popped on first try not grabbing bombs from the beginning. Second floor (as OP calls it) had two more guards spawn after I cleared everyone else and started placing bombs. Got the achievement after killing the second to last construction worker.

Ended up being an extra guy on the top floor for me, got the achievement without killing him. 2 guards 4 construction workers.

I remember this mission as aweful, but it qas quiet easy, got it with the achievement in the first try. Note: I did it without getting a bomb first, killing all the npcs and the chievo poped up immediately. Later in the mission evwn one coworker more poped up!

I didn't get enough from the guys in the building, but seeing construction workers spawned walking on the sidewalk outside the building gave me an idea... and it worked! Basically, just go for construction worker pedestrians walking around on the sidewalk and they count towards your total. Plenty of them should spawn after going into the building and coming back out, it's as if the game forces that pedestrian type outside for random pedestrians as well considering it needs to load them up for the inside of the building.

You might be able to kill any type of pedestrian, I actually hit a construction worker and very quickly aferwards in the same sideways motion I hit a random female pedestrian and the achievement popped. So it was either very slightly delayed from the construction worker pedestrian, or the female pedestrian counted.

I'm willing to bet the unlock conditions for the achievement aren't tied to the guys spawning in the building and they're just set to hit a maximum number (so if there are 15 guys in the building you could probably hit 15 pedestrians outside and it'll count).

The street NPC trick didn't worked for me. I had to make sure to kill all the NPCs inside the building with the main rotor blades so that they got kicked away with blood squirting. Every other method didn't worked. The rest of the mission is a piece of cake, just that buggy achievement is annoying.
