The Deluxo is a car that needs to be unlocked.
To be able to get the Deluxo you need to buy the Sunshine Autos property.
After completing the Shakedown mission (Vercetti Estate, Letter V on map) you will be allowed to buy properties. The house pickups which were initially blue, will be turned green.
When you have access to the Deluxo, go to the airport. Line up on the landing strip, and go full throttle. The achievement should unlock after a couple of hundred meters.
How to unlock the Deluxo:
To be able to get the Deluxo you need to buy the Sunshine Autos property.

1. Buy the Sunshine Autos property, which will cost $50000
2. Complete the first list for the import garage, containing the following cars: Landstalker, Esperanto, Idaho, Stallion, Rancher & Blista Compact
3. After completing the first list the Deluxo will be parked inside Sunshine Autos

Once you're able to begin purchasing properties around mid game, you'll need to purchase Sunshine Auto's. Near the garage's there will be a list of vehicles that need to be delivered, once delivering the first list you'll unlock the Deluxo.
Grab the deluxo, head to the airport and drive along the landing strips, this will give you enough space to reach max speed and get the trophy.
