The RC Bandit Race can be found and started on the starting island, in the Vice Point area.
When going to the beach, look for the Top Fun Van. Entering the van will start the RC Bandit Race.
*** There might be a chance that the van doesn't spawn on the beach, however there is a another way to get this race started.

Top Fun Van:
The actual race is a 4-car race and there is a total of 2 laps. The race takes about 2 to 3 minutes, depending on driving skills. If you messed up during the race you can self-detonate the RC Bandit by pressing left on the d-pad (
). You can restart the race by getting out of the van and re-enter it. The race itself is quite easy and you can keep trying until you win it. After winning the race the achievement will instantly unlock.

There is another Top Fun Van location, which starts another race. The trick here is that this van can also be used to start the RC Bandit Race. The van can be found on top of the parking garage, on the starting island, in the Vice Point area. Enter the van, this will start the RC Baron Race. This race doesn't need to be won, so just self-detonate () to make things quick. After failing the race, drive the van to the RC Bandit Race location on the beach. When you approach the race area the RC Bandit Race will be automatically started. Win the race and the achievement is yours.

For those who have trouble with race, just don’t use brakes. Instead let go of the gas and move the car as needed on bends and then start to accelerate again. It’s way easier this way and AI will hardly catch up

The race can be found on the North East Coast where there's a track in the beach. A grey van will be present nearby. Getting into the grey van will begin the race.
This race isn't too bad once you realise that the handbreak is a thing. Sharper turns can easily be tackled by briefly pressing the handbreak button while steering.
If you screw up too much you can press Left on the DPad to end the mission, then get out the car and back in to restart.
The AI really isn't smart enough to make them a problem. Just learn how to use the handbreak and you'll be fine.
The reward is $100 and the achievement.
