You can find the Keepie-Uppy Beach Ball on Starfish Island.
Starfish Island unlocks after completing the Guardian Angels mission. (Mission is given by Colonel Cortez, Letter C on map.) The Guardian Angels mission will be the 9th/10th/11th mission in the game, depending on which order you played in.

Keepie-Uppy Beach Ball:

Starfish Island:

The Keepie-Uppy Beach Ball will be located in the swimming pool from the first house on the right, after entering the Starfish Island from the starting island.
After reaching the swimming pool you will need to walk into the ball. This will launch the ball into the air. When the ball is in the air you will need to walk under it and try to let it fall on your head. When the ball hits your head the ball will launch again and you need to uphold it for at least 5 times. After hitting the ball for at least 2 times the score number will display above your head, indicating the current score. After hitting 5 times the achievement will unlock, the following pictures will show how the score will look like. It might take a few tries before you get it as it can be quite annoying as the ball can easily bounce into all directions, but eventually you should get there.

I got it first try by looking UP at the ball. Is the best way.

Another trick I like to add is that you can even use your weapon wheel to slow down everything and do it that way. (though turning can be rough)

I got it by kicking the ball out of the pool and putting it against the house, looking up at it. The counter would sometimes reset even if it didn't hit the ball but I got it first try very quickly by doing it this way.

Segagamer's suggestion of using the house helped immensely....ball won't bounce as far and I barely had to move. Did it in the corner of the house.

You don't have to wait for the second island. You can find a beach ball on the Leaf Links golf course next to the driving range that is part of the "Four Iron" mission.

There’s definitely some dumb luck to this, I got my ball kind of stuck in place next to a car and just kept going up and down perfectly. I wish I could explain it better than that, but that’s how I got it to work haha

Had some trouble getting it in the air to begin with (it wasn't bouncing UP after I first walked into it) but once I got it in the air I got it first attempt.

Listen to @GV Loc's suggestion and look UP after you get it in the air.

In various areas of the map you can come across beach balls that you can bounce into the air. On Starfish Island (middle island where the mansion is located) go to the most eastern house and in the pool you'll find the beach ball.

Tap into the ball to send it in the air then allow it to bounce on your head a total of 5 times. It's a bit awkward to see so pushing your camera out furthest from you may help.
