This achievement can be obtained very early into the game.
Make sure to get a 1-star wanted level, an easy way to get one is by ramming into a police-car with a vehicle. This should also unlock naturally by just playing the game.

After picking up the Police Bribe the achievement will unlock.

This is likely going to be one of the first, if not the first, trophy you earn in Vice City. There are floating pink circles with stars in them littered throughout town. Simply build at least one felony star and drive or walk through this pick-up to earn the "Greasy Palms" trophy.
