This solution is for both the achievement and Vehicle Mission: Firefighter (Complete level 12).
To complete all 12 levels you need to extinguish a total of 78 fires, in which 24 are cars, and 54 are people.
Completing all 12 levels goes fairly quick and should take about 20-35 minutes, depending on your driving route(s). Completing level 12 is one of the requirements for

After finishing this Vehicle Mission (Complete level 12) it will add 1% towards the total game completion percentage. Ingame reward for completing: You are now completely fireproof!
There are 3 fire stations in the game. For this achievement the Downtown Fire Station will be used. You can find this station in the Northern area of the second large island, in the Downtown Vice City area. The firetruck at this station can't be missed.

1) Activate the sirens, by pressing left-stick (
), this will make traffic a little bit less of a problem.
2) Don't kill any wounded people by car incident, if this happens it will fail the run.
3) Make sure to often check the map, so you can use the most efficient route(s).
4) Keep an eye on the passengers as they can flee after their cars are extinguished.
5) From level 4 onwards the cars can start moving, making the task harder.
