Select the 'Through The Caves' track in Alaska. As many other people suggested in the comments, i used the Abarth 131 as well. It's not very fast, but it's easy to maintain your speed.
If you go to the Time Attack menu, and select the mentioned track and car there, you will also unlock the following achievement just in one go:
It might be self-evident to others, but to me it really wasn't obvious initially what even qualifies as 'high speed', never mind the fact that you're allowed to coast or use brakes and keep it running

The route " caves" is very doable with reasonably long straights and weak bends halfway through the end. For me choosing a slower car helped with maintaining top speed (the actual speed needed to get the " top speed" bonus differs per car and is lower for slower cars).
I will leave the old solution up for downloadable versions in case they make a bad patch again.
-Revert to the original game version by deleting the game from your xbox (do not delete save game!)
-Network settings: take your xbox offline
-Reinstall the game with the disc.
-Still offline go for the above method. Make sure you get it. 4000 high speed points is just enough (100 points is 1 second). I went for 5000 twice.
-Network settings: go online.
-Hard reset (may or may not be necessary, I did it anyway).
-Wait. The achievement took atleast 10 hours for me, popped when I slept.
I do not know of a workaround for the digital version owners. Hopefully they will patch the game and this will be a temporary solution.

Map - alaska through the caves

The idea here is that you go flat out over 170 for 40 seconds, When you get to the 2nd checkpoint before the tunnel get your speed to over 170 and don't let it drop. Very easy if you follow my guide and use rewind before starting the speed run!

This is actually tough, since you need a long straight stretch. Pick a slower car, so your top speed lasts longer. The easiest spot is in Free Race. Use the Abarth 131 or Toyota Landcruiser. Set the first gears option to 29 to cap max speed at 183km/h. Save this achievement until near the end, so you can experiment with other cars and settings.

The game will grant you a ‘High Speed’ bonus as soon as you drive faster than 110 miles an hour (177 km/h). Once you do you’ll see a notification on top of your screen saying ‘High Speed” and the Show Points you’re earning for it. For this trophy to pop you’ll need to maintain your speed and keep that notification on your screen. Even a small take off or jump will break your chain though so you’ll need to find a flat course and avoid bumps as much as possible. There’s a few locations where this can be done, but the easiest one is the ‘Through the Caves’ track in Alaska. Make sure you have the High Speed notification on screen when entering the second cave and maintain your speed until the finish. There’s only one tricky bend to the right towards the end, make sure to turn in early as to take this bend not too sharply. Please refer to the video below for visual aid.

We take the car according to our taste.
You don't have to swerve around the track like in the video, just keep it at a little over 180 km/h to avoid jumps that interrupt the meter. The only difficult set of turns is at 1:15, we try to keep a straighter trajectory and that’s it.

The ACCIONA ACCIONA car, an electric car, is being given away for free in the Store. I didn't change the settings.
I turned off the brake assistants, both of them.
You need to keep your speed HIGH SPEED and not jump somewhere from the middle of the second cave to the finish line, there is a fairly smooth road there, and if you are lucky, the counter will not go wrong.
You can get to the second cave any way you want, there the counter goes down a hundred times.
