You can do this anytime after building the tavern and "hiring" your bartender. You'll see a blueprint table next to the bar. Under one of the tabs, you'll see an event called Graveyard Fest, or some such. This is the alco-party. Simply start supplying your tavern with alcohol to start filling the green gauge on the bar and earning reputation stars.
To throw an alco-party you'll need:
1 reputation star
5 flyers
5 faith
If you supply food prepared in the kitchen in the back room of the tavern, you'll earn extra money for the event, but this is not required for this achievement. Once you have the star, the flyers, and the faith, simply select the event from the blueprint table and watch the short scene.
As soon as you close the summary screen, you're achievement will unlock

Apparently...
You have to do more than just have stars, faith, and flyers. You need the correct amount of alcohol to get this achievement. Just making some food in the kitchen in the back will not suffice. You need at least 100 mugs of gold-quality beer and 100 bottles of gold-quality wine.
