After building your tavern, check the blueprint table next to the bar. You'll see that you're able to build a couple of items right off the bat. Gerry should have already clued you in about opening a sort of museum in the tavern, so build the display case. Every time you place one of your machine relics in the display case, it adds +1 to the quality of your tavern.
You can also build a table or two, so do that as well. Keep adding items to your display case until you hit 20 quality, and your achievement will unlock immediately.
