Once you are tasked with finding the Legionary Dagger, go talk to Kresvold. He'll agree to give you the dagger if you go and ruin Horadric's day. Wait for Lust day to come around, then go to Horadric's place and talk to Ms. Charm.
Express your interest in hiring her for your own tavern and she'll agree to do it for 20 silver, but you can wrangle her down to 10 silver if you like. At any time after this, you can have Ms. Charm sing at your tavern by putting on the concert event, for which you will need:
15 Flyers
10 Faith
3 Reputation Stars
Again, any food prepared in the tavern's kitchen will increase your income for the event, but it is not required for this achievement. Start the event from the blueprint table and your achievement will unlock after the results screen.
