This solution aims to provide a little more details on the specific actions required for this achievement.
Throughout this DLC, you will need to expand the Refugee Camp. As part of this process, Marquis Teodoro Jr. will request that you build more Tents and attract new refugees.
The Tanner is fairly non-descript, wearing a brown smock with a tan colour beanie. You will see a dialogue box above her eventually (this only appears the first time you talk to her).
She needs a workplace, a farm and some farm animals. As with the other special camp occupants, talk to her one last time to unlock the achievement.
Throughout this DLC, you will need to expand the Refugee Camp. As part of this process, Marquis Teodoro Jr. will request that you build more Tents and attract new refugees.
This achievement may be missable if you go too far in the main story and then make certain decisions. It relates to a character who will appear in the Refugee Camp. I recommend you only complete Teodoro’s tasks when there are no other options, just in case (you will still need to do quite a few to advance the story though).
As a marker, I was able to complete all of the ‘optional’ side tasks before building Teodoro’s workplace, which is well before the point of no return.
It’s explained in the game but all this is done by interacting with the building board at the top of the camp.
