This achievement is missable!
Depending on which decisions you make regarding helping Lady Beatrice or not can redeem this achievement unobtainable in that run of the game. If you decide to help her and then betray her it will result in the refugees going in to exile and the camp will be empty for the rest of the game and if you haven't maximized your camp when that happens..... you have to restart the game.
So here's how to avoid this:
When Marquis Teodoro Jr. asks you to build a Watchtower, MAKE SURE YOU HAVE COMPLETED THESE 3 ACHIEVEMENTS:
The More forest thugs achievement in Graveyard Keeper worth 65 pointsYou provided the tanner's son with the bright and happy future of a forest thug. Nice work!
The Beheaded horse achievement in Graveyard Keeper worth 63 pointsYou helped the undertaker deal with her dead husband's relatives. The funeral mass is soon.
The Raccoon thyroid stew achievement in Graveyard Keeper worth 57 pointsThe cook has recovered her peace of mind. Now her friends won't avoid obesity and gastritis.
In other words, finish these three side quests. After that, the only missing "point" to maximize the camp is to build the Watchtower.
