How to unlock the Raccoon thyroid stew achievement in Graveyard Keeper - Definitive Guide
This solution aims to provide a little more details on the specific actions required for this achievement.
Throughout this DLC, you will need to expand the Refugee Camp. As part of this process, Marquis Teodoro Jr. will request that you build more Tents and attract new refugees.
The Cook appears early on in the camp expansion – after the 1st or 2nd tent you build. She wears white and has orange/red hair. You will see a dialogue box above her eventually (this only appears the first time you talk to her).
She has numerous tasks involving building and expanding a cooking table and creating a garden area. I used the excellent wiki for details on how to craft everything I needed. Playing end-game I had plenty of resources so it wasn’t too much of a chore, it just took quite some time.
Eventually she will ask for Bee Hives – there is room for 3 but you only need 2 to complete the task. Talk to her once they are done and this achievement will unlock.
A useful tip - with thanks to Neoseeker, once the garden is up and running you can grow Cabbages, Carrots and Pumpkins and the Cook will manage the refugees food needs, in fact she’ll produce more than is needed! Use Quality Fertilizer I and you shouldn’t need to restock the seeds. Even the expanded storehouse will get full, so you could make easy money by selling the excess if you really wanted.

This achievement may be missable if you go too far in the main story and then make certain decisions. It relates to a character who will appear in the Refugee Camp. I recommend you only complete Teodoro’s tasks when there are no other options, just in case (you will still need to do quite a few to advance the story though).
As a marker, I was able to complete all of the ‘optional’ side tasks before building Teodoro’s workplace, which is well before the point of no return.
It’s explained in the game but all this is done by interacting with the building board at the top of the camp. You need to complete the quest requirements that the NPC The Cook asks of you in the refugee camp(improving cooking table and garden etc).
So avoid helping Lady Beatrice when she asks for it to make sure that the refugees does not leave the camp like mentioned below.
Depending on which decisions you make regarding helping Lady Beatrice or not can redeem this achievement unobtainable in that run of the game. If you decide to help her it will result in the refugees going in to exile and the camp will be empty for the rest of the game and if you haven't finished this side quest before that.... you have to restart the game.
