That is true, but except for right at the beginning of the game, a 2 White skull corpse is by no means a ‘decent’ one. A decent corpse is 4-5 Whites with no red. Even just 3 Whites with no red is acceptable if you’re replacing some of the poor starter corpses, though you’ll just end up replacing it again later.
A 6 white corpse is early-to-mid game best corpse to have, until you unlock Embalming and can start adding skulls to get yourself up to 8 or 9 Skull bodies.
On the other hand, none of this matters terribly for this achievement, which is just for slicing meat from flesh harvested from bodies.

I’m still slightly confused... is the counter for this achievement counting the number of times I have removed Flesh from bodies, or the number of times I’ve sliced said Flesh in the kitchen?

Pretty easy achievement but will take some time to grind since you have to wait until the bodies are delivered. Once you gain access to the morgue you just need to harvest “flesh” from a body. Do this thirty times to get the achievement. Doing this alone has given me progress towards the achievement via the tracker.
If you have resources to spare you can build more space for bodies in the morgue so you can hold more at a time to prevent bodies from not being delivered.

During the tutorial, you’ll be shown how to harvest organs from a body in the morgue. Each time you get a body, extract the meat from it. With it, you can cook the meat, or sell it to Horadric at the Dead Horse if you have the Royal Stamp.
You can fish for frogs in the swamp that can be broken down into meat slices. 3 frogs to a slice. This will also double towards your 200 fish achievement progress at the same time, which is one of the more time consuming achievements.
Despite appearances, or the way it may be worded, you are actually requested to have performed 30 incisions into corpses and harvested 30 pieces of flesh. This means you'll obtain this after having operated on at least your 30th corpse, which may take a bit in the game to come across depending on your carrot output. After a while, the Donkey will demand carrots for corpses.
The imagery suggests that you would be turning them into meat slices at the table in your house, but that is misleading. Just extract Flesh from corpses any time you can and this should pop quite early as you're working on the quests.

Can be done with your first body!
Extract the flesh from a body at autopsy table.
Next click the plus icon at the bottom of the list of body parts available to extract.
Add the flesh back in.
Now extract again.
Repeat until you have done this 30 times.
**Unsure if the add in option is part of the breaking dead dlc though.
