How to unlock the Step Up to the Mike & Billie Joe achievement in Green Day Rock Band - Definitive Guide
The other guides are recommending F.O.D, and that's a great choice if you have two mics, but here's a guide that will let you get the achievement with only one.
Play through Last Night on Earth on easy harmonies. There's only one phrase that you need to get an Awesome x2 in and the two pieces of that harmony have almost no overlap so you should have no problems hitting both and getting your 10 gamerscore.
Below is a video of me unlocking the achievement this way (pardon my singing). The harmony in question is around the 2:40 mark. I replaced the previous video with a much shorter one I made.

Cool, this is more convenient than my solution so I went ahead and deleted it.

Thank's a lot, it worked perfectly! Maybe you should add that if someone sings very badly, he can turn down completely the mic sensitivity. That's what I did and I reached 100%.

I got this on FOD by singing the song holding two mics. The song doesn't split the pitches at all. I did this on expert but there is no problem doing it on lower levels. It is also a fairly short song. (no secret song attached like on the CD)

I was going to post this but you beat me to it. If you have two mics, even if you're not a good singer (that would be me), you can play this song on easy. It has 35 total phrases. 12 of them are double harmonies, but with the exact same pitch for both. The pitch is very easy to follow. Just sing into both mics and this should be no problem with just a tiny bit of practice. I got it on my second try, but that was probably because there were a couple lines of the song I didn't know very well on my first take.

This achievement isn't as hard as it looks. In fact, it's very easy. Just play Last Night on Earth an easy vocals. You can get this achievement with only one microphone, and you don't have to sing the whole song, just the double vocals. there are 3 double vocals at the end of the song. The first is in a tiny blue square right before the two other ones. You need to find the right pitch. When you find it, the achievement is yours!
To get this trophy, you will need 2 mics. Choose a song with a double harmony, so that when you are playing there will be 2 lines of notes to hit. The blue notes will show up more than the orange. You have to have one person covering each line. If the little bar next to the multiplier fills up, you will get a 2 part harmony.
To get this achievement you will need to hit all of the Double Harmony sections on any song that contains Double Harmonies. Many songs have Double Harmonies, but the easiest song for this is "Last Night On Earth". It only has one Double Harmony section, and you have plenty of time to finish the blue and move to the orange. This can easily be done by one person with one Mic. This can be done on any difficulty. My only advice if you are struggling is to listen to and familiarize yourself with whatever song you are trying to sing.
I personally got this on Boulevard of Broken Dreams years ago with a friend. BoBD is one of the simpler vocal songs in GD: RB normally. The only time that there are double harmonies is during the "Only one that walks beside"/"Heart's the only thing that's beating"/"Wish someone out there would find me" segments, and during those times the second vocalist needs to have a slightly higher pitch compared to the normal vocalist. Otherwise it's just one singer.
