Discipline: Circuit Racing
Class: Classic Mini Cup
Vehicle: Mini Miglia Challenge
Location: London
Route: Horse Guards Sprint (shortest route in London)
Conditions: Night - Rain
Laps: 1
Drivers: 22

Set the difficulty to easy and it shouldn't take you too long to make it to the front of the pack. Also, set the laps to 1 to make this quicker. Horse Guards Spring is the shortest track but you can pick any track in London.

You may be able to make it even easier if you go to the Advanced settings and change the start order to "Player Level" - doing that had me starting on pole.
