If you're like me and absolutely suck at drifting, hopefully this will help. Go into Race Creator and set the following options:
Discipline: Drift Racing
Class: Pro Drift
Location: Okutama GP
Route: Drift Circuit
Conditions: Day
Laps: 5-10 (however many tries you think you might need)
I tried with all of the drift cars and by far the easiest to achieve a legendary drift is the Nissan 370Z Drift. The very first corner is your best shot. There are three yellow cones on the right side as you enter the turn and you want to start the drift as you pass the third cone. Go into the corner at full throttle, tap the handbrake without letting off of the gas, and steer into the drift. It will probably take a few practice runs to get the timing and angle right. Good luck!
The sequence of ratings is Drift > Great Drift > Awesome Drift > Incredible Drift > Insane Drift > Drift King > Drift Legend.
Also, in case you were wondering, the achievement name is a reference to Reiko Nagase, race queen from the Ridge Racer series.
