You can create a Nemesis simply by frustrating another driver, like slamming into him, shoving him off the road, hitting him, etc. Mid race you will see that driver's name pop up in red and that will create the Nemesis with a red helmet in a diamond shape that will pop up above the driver's name. Simply finish before him and the achievement will pop after the race.

You will earn a nemesis rank by colliding with another racer too many times in a race. When you reach this point a message will appear on screen stating that you are now someone's nemesis. From this point you simply need to finish in a higher position than that racer.
