Very easy. Manage 1.38 in shangai waibadu way with a Lancia delta hf integral e super hatch. Managed it on my out lap. My best time is 1.32...

I did it in free play...with no AI so I didn't have to worry about traffic.
Unlocks right after you register the correct time.

Set a lap time on Shanghai Waibaidu Way with the Lancia Delta HF Integrale lower than 1.38,0.

The best way to do this is in free play where you can turn the AI off.
The achievement unlocks instantly after you beat the time.

You can look up the objectives in the menu (Player Profile -> Objectives).
