Power ups are any of the circle objects that you can pick up in the game: Energy, Shield and Power-up! They appear in the middle of the road every now and again while you're doing a run. You'll nearly certainly earn this while you're going for the other Endless Mode related and the Neuromancer achievements so I wouldn't stress about it too much.
