This achievement can be earned in Act 2 in New Harbor. You can get there by taking the Old Arkovia Rift and going down the hill to the Southeast. Once there talk to Alicia (she'll have an exclamation point over her head) and she will give you the quest Paying Tributes.
She will ask you to collect scrap on behalf of the villagers, as they are blackmailed by Cronley's gang to keep bringing them scrap. You must resolve this peacefully for the achievement. There are three ways you can do this:

- Collect the scrap and deliver it to Silas
- Bribe Silas (2500 Iron) and he will leave the villagers alone
- Kill Cronley first (this is how I did it even before I found New Harbor)
