Like with the "unlock all achievements" achievement for Full Throttle Remastered, this may not pop, even if you have all the other achievements. How I forced it to pop was to quit out to the dashboard, manually close the game, and then restart the game. It popped during the company titles.

On PC, I watched the credits for about 10-15 seconds, then skipped all the cutscenes until the game automatically restarted with Manny in his office. I quit the game, relaunched, and the achievement popped right as the Double Fine logo appeared. Thanks!

Mine didn't pop straight away either, but all I had to do was load up my last manual save I had right at the end and it unlocked after a couple of seconds.
