This is a missable achievement!
In year 2, you will find Glottis playing the piano in your casino. One you proceed with the story, you will have several tasks to complete. For one task, you will receive a VIP card to the high rollers lounge from Chowchilla Charlie. Do not show this VIP pass to Glottis after you got this achievement, else you will not be able to get it anymore, except during another playthrough. Instead, wait till you find Lola in the lighthouse. After the cut-scene, you will find a card that relates to Lupe's coat-hanging system. Once you give the card to Lupe, you will get Lola's jacket. In the jacket is a piece of paper with '#39 - The Rusty Anchor' on it. Go to Glottis and show him this paper so that he can play the song.

I think you have to listen to it, I skipped it the first time and the achievement didn't unlock. The song only goes on for a minute though.
