When speaking to the clown making balloon animals during the first chapter of the game, ask him if he can make Robert Frost.
After escaping the garage and being tasked to find pigeon eggs, climb to the roof to find a huge swarm of pigeons. Use the Robert Frost balloon in your inventory on them.

In the German version you have to ask for Sherlock Holmes, also the achievement is called "Lauft, ihr verbrecherischen Tauben! Es ist Sherlock Holmes!"

Select the Robert Frost balloon from your inventory (recieved from the balloon clown on the street) and just activate it close to the group of pigeons on the roof.
