Missable achievement.
At the end of Year 3, you end up on top of a submarine with Domino:
Pull out your scythe and use it against him several times and the achievement will eventually pop.
Be sure to do this before progressing the story by using the Scythe on the purple/yellow eye.

You need to do this 9 times to be exact. Until Domino tells you to "Stop showing off for the girl!"
