Hey there....Chief Brogen is not at the casino, and I cant find him anywhere else, I've followed the guide. So on not sure, I did the fixing at the beginning and he stormed out, but not come back.
Any help would be great

ZonkedJaf, I watch you stuck. I was in this situation too. I have a solution for you. You should go to a tattoo parlor. Approach the lying sailor (Naranja), remove the dogtag from him. Next, go to the morgue (under police department), stand between the two coffins, when Membrillo turns away, take the dogtag out of the inventory and put it in the corpse on the left. Give Membrillo a metal detector (if you haven't done it earlier), he will find a dogtag. There will be a cutscene next. After that, the Chief Bogen will appear in the casino and you can provoke him with the help of the cheating-machine in the office upstairs. This will lead to the end of the second chapter. Good luck!
