This achievement + the one for beating Machine Lord is buggy meaning you may beat the boss under a minute but only unlock one of the two achievements- simply press continue on the main menu to replay final level and beat him again.
In order to do this sub 1 minute, spam rockets at him. I turbo’d the A button and the boss died in under 20 seconds.

Was very lucky and this unlocked along with just beating him normally, not like it would've been a pain to fight him again anyway with turbo + slowdown
