The earliest level this can be obtained is Level 8, though it can be gotten on later levels. Head to the right and wait until the 2 "blobs" are in front of the arrow person, then go down and press 
to use your shield to deflect the arrow and kill all 3 enemies.
Get killed by the enemy you missed or the second arrow guy if you mess up and try again. If your having trouble, Level 10 might be an easier opportunity.
