This achievement requires the Three Enemigos DLC.
At a checkpoint, choose to change your costume, then scroll until you reach Javier Jaguar. He deals bonus damage to an enemy after a successful dodge; specifically, if there's a brief pause on the attack and you get points toward the hit counter. Simply dodging will not suffice. The early parts of the game have plenty of attempts in the Slicers, as you need to dodge through them and hit them in the back.

FYI: This does not check if you’re hitting 15 different enemies, it only checks if you dodged an enemy’s attack then hit them 15 times.
