This can be done in an Easy/Beginner CPU match (they usually just stand there), or an Offline VS Mode with a 2nd controller.
To knock the opponent down during a Homing Jump, you must first do a Homing Jump attack. The most consistent way I've found to perform a Homing Jump is getting very close to your opponent, holding the Dust Attack
(default), then spamming UP (
). If you land it properly, there will be a short hit stun, your opponent will go flying off into the distance, and your character should super-jump and follow them.
To knock them down, hit the same attack button TWICE (or just spam it) to do a 2-hit combo right after gaining control of your character in the air.
TLDR: Get close to opponent, hold, spam , spam 
. This should slam your opponent back to the ground and unlock the achievement immediately.

What this achievement does not tell you is that a Homing Jump comes after the Dust Attack. The Dust Attack (
) is an overhead attack that launches the opponent into the air. If you hold 
when you hit with a Dust you will fly up after the opponent. This allows you to get some free hits without them being able to stop you. To "knock the opponent down" you need to push any attack button twice. This will slam the opponent back to the ground. This can be earned in any mode, including 2 player VS if you have a second controller.
