Simple achievement, go against a CPU - maniac (30 secs, 1 round, any characters). Start the match and allow the CPU to combo you or at least start hitting you (melee attacks only, not ranged). On their first hit, activate your Psych Burst (I bound it 
for ease) and you should flash blue, interrupting the CPU and getting a counter. If it doesn't work, just let the match end and rematch for your 10.

There are several different colored Psych Bursts. For this achievement you are looking to use the Psych Burst that gets you out of combos. That is, press 
+ any other attack button while you are being attacked. You start the match with one Psych Burst. It refills after you use it.
You can do this in any mode, including VS mode if you have a second controller. The easiest way to set his up is to either fight the CPU on Beginner with 1 round or VS mode with 1 round. Go into settings and change one of your buttons to have Psychic Burst as one button.
Let the CPU (or player 2) hit you, and then use the Psychic Burst. You will know you did it right if your Burst explosion is blue. If it's yellow you missed the timing.
Once you do the burst, end the match and rematch. You want to do matches because Bursts don't come back after every round.
